Objectives

The primary objective is to establish a three-year panel of qualified environmental consulting firms to support Umzimkhulu Local Municipality’s infrastructure development and waste management operations. Successful bidders will be placed on a centralized database and may be individually appointed to execute specific environmental projects as they arise between 2026 and 2029.

Scope of Work

• Conduct Environmental Impact Assessments (EIAs) and Basic Assessment Reports (BARs) for municipal activities triggering listed notices.
• Secure environmental authorizations and prepare tailored Environmental Management Plans (EMPs) outlining mitigation measures.
• Act as Environmental Control Officers during construction phases, ensuring ongoing compliance with approved conditions.
• Perform routine environmental monitoring, site assessments, compliance audits, and specialized testing.
• Audit the operational Umzimkhulu Landfill and closed Mankofu disposal sites in accordance with national waste management regulations.
• Submit monthly progress updates and audit reports, attend scheduled coordination meetings, and coordinate external specialist studies when required.

Technical Requirements

• Mandatory registration on the Central Suppliers Database (CSD) with proof attached.
• Submission of prescribed compliance forms (MBD4, MBD6.1, MBD8, MBD9) and a Board-approved Certificate of Authority.
• Functionality evaluation enforces a strict fifty-percent minimum threshold across all scored segments; failing any single category renders the bid non-responsive.
• Past project evidence must demonstrate values exceeding fifty thousand rand, completed within the last fifteen years, accompanied by stamped reference letters and signed appointment documentation.
• Initial panel selection evaluates compliance and capability only. Final project awards utilize an eighty-to-twenty preferential scoring model weighting price and specific ownership goals.

Skills and Personnel Requirements

• Lead environmental practitioners must hold a minimum Bachelor of Technology or Bachelor of Science degree in Environmental Management.
• Minimum seven years of relevant field experience is required for maximum functionality points, with five to six years qualifying for partial credit.
• All proposed specialists must maintain active registration as Certified Professional Environmentalists with the Environmental Assessment Practitioners Association of South Africa (EAPASA).
• Detailed curriculum vitae for every personnel member assigned to the contract must be submitted.

Panel/Framework Appointment: This is a database arrangement rather than a direct service contract. Inclusion guarantees no workload, and the municipality retains discretion to allocate projects singly or in groups based on rotating availability and assessed suitability.

Eighty/Twenty Preference System: A procurement scoring methodology where eighty percent of evaluation points derive from competitive pricing and twenty percent from socio-economic transformation targets, specifically measuring the percentage of South African citizen ownership.

EIA/NEMA Compliance Framework: All deliverables must align with the National Environmental Management Act and its latest impact assessment regulations, requiring formal statutory authorization processes prior to project commencement.
