Objectives

The primary objective of this tender is to appoint a competent service provider registered on the National Central Supplier Database to provide short-term insurance brokerage services. The services are to cover various insurance needs for the Molemole Local Municipality, including property, business risks, liabilities, and other related insurances, over a period of three years (36 months). The goal is to ensure effective placement, maintenance, administration of insurance portfolios, claims management, and compliance with legislative amendments, thereby safeguarding municipal assets and interests.

Scope

The scope of the tender encompasses:

• Provision of short-term insurance brokerage services for all municipal assets and risks, including property, business interruption, contents, accounts receivable, all risks, theft, glass, money, fidelity guarantee, accidental damage, goods in transit, personal accident, electronic equipment, machinery breakdown, motor fleet, liabilities, and other specified coverages.
• Management of insurance placements, claims administration, premium monitoring, and legislative updates.
• Provision of services within the municipal jurisdiction, primarily based at Mogwadi Main Office, with visits to municipal buildings as required.
• Adherence to technical specifications, pricing schedules, and contractual obligations over the contract period.

Technical Requirements

The technical requirements include:

• Provision of comprehensive insurance cover as specified in the tender, including detailed coverage limits, extensions, and insured sums for various asset classes.
• Implementation of claims procedures, premium monitoring, and legislative compliance workshops.
• Provision of detailed insurance schedules, including property, liabilities, motor fleet, and other insurances, with specified sums insured and premiums.
• Adherence to the specifications for each insurance class, ensuring coverage for risks such as property, business interruption, theft, electronic equipment, machinery, motor vehicles, liabilities, and others.
• Submission of all required documentation, including certificates, licenses, financial references, and compliance reports.
• Participation in inspections, tests, and analysis as required.

Skills Requirements

The successful bidder must demonstrate:

• Company experience with at least two (2) appointment and reference letters for similar insurance services from reputable clients.
• Personnel capacity, including:
  • An Account Executive/Manager with a minimum of ten (10) years’ experience in the insurance industry, with relevant qualifications (NQF Level 6).
  • Two Claims Advisors, each with at least two (2) years’ experience, and certified with Regulatory Examination Certificates.
• Technical methodology and innovation in managing insurance programs.
• Skills transfer methodology, including detailed programs for training internal officials during the contract period.
• Financial stability, evidenced by recent audited financial statements and references from banking institutions.
• Ability to provide certificates such as FSCA license, Professional Indemnity Cover, and FIA membership.
• Demonstrated capacity to handle claims procedures, premium management, legislative updates, and customer service.
