Objectives

The primary objective of this tender is to procure experienced service providers with dealership or RM1 approval certificates, or relevant memberships, to perform mechanical and electrical repairs on municipal trucks and plant. The services aim to ensure the proper maintenance and repair of the municipal fleet, including trucks such as skip trucks, tipper trucks, refuse trucks, and various plant machinery like graders, rollers, and tractors, over a period of 36 months.

Scope

The scope of work includes:

• Supply and installation of original parts based on identified faults.
• General maintenance repairs, including removal and replacement of components.
• Field welding repairs and general steel fabrication.
• Engine rebuilding, stripping, quoting, and refitting.
• Overhauling radiators, oil coolers, turbo chargers, fuel pumps, and injectors.
• Rebuilding and refitting manual and automatic gearboxes and drive axles.
• Repairs to brake and clutch systems, hydraulic pipes, hoses, cylinders, pumps, motors, valves, and jacks.
• Ensuring vehicles pass roadworthiness tests at approved centers.
• Replacement of widescreens and safety glass.
• Responding within 24 hours to service calls from the municipality.

Technical Requirements

The technical requirements specify that service providers must:

• Possess dealership certificates or RM1 approval certificates.
• Provide proof of relevant experience in diesel mechanic repairs, including certificates and CVs of lead mechanics.
• Maintain repair facilities with proof of location and photos.
• Respond promptly (within 24 hours) to service requests.
• Deliver services that meet the municipality’s standards and pass roadworthiness tests.
• Provide detailed quotations structured as per the specified schedule, including all relevant costs and escalation rates.
• Maintain warranty standards on repaired pumps and components, including setting pressure relief valves.

Skills Requirements

The tender requires bidders to demonstrate:

• At least 10 years of experience in diesel mechanic repairs or 5-9 years with relevant qualifications.
• Qualified diesel mechanics with a minimum of a National Diploma, N6, or Trade Test in Mechanical Engineering.
• Capability to carry out complex repairs such as engine rebuilding, gearbox overhauls, hydraulic repairs, and electrical repairs.
• Ability to respond swiftly to service calls and perform repairs to a high standard.
• Proven experience with similar municipal fleet repairs, supported by signed appointment and reference letters.
