Objectives

The primary objective of this tender is to appoint a competent security service provider to deliver 24/7 physical security guarding and patrolling services across twenty-one (21) municipal premises in Molemole Local Municipality for a duration of six (6) months. The goal is to ensure the safety and security of municipal facilities, staff, and assets through qualified, registered security officers adhering to relevant legislation and standards.

Scope

The scope includes:

• Provision of security officers at specified municipal premises, including offices, libraries, stadiums, landfill sites, and other facilities.
• Deployment of security personnel according to designated shifts (day/night) and security grading (Grade C).
• Ensuring all officers are PSIRA registered, with valid firearm competency certificates where applicable, and compliant with all relevant legislation.
• Supply of necessary equipment such as uniforms, communication devices, firearms, and safety gear.
• Installation and maintenance of panic button systems at municipal guard rooms for emergency response.
• Adherence to security standards, legislation, and municipal requirements, including staff training, background checks, and security vetting.
• Signing of a six-month service level agreement (SLA) with the municipality.

Technical Requirements

The technical specifications include:

• Security officers must be PSIRA registered with valid certificates and firearm competency where required.
• Officers must have undergone accredited firearm training, with current criminal background checks and security clearance.
• Uniforms must display the service provider’s name and be distinguishable; staff must wear them at all times.
• Officers must be physically and mentally capable, punctual, and report to work as scheduled.
• Provision of necessary security equipment, including communication devices, firearms, handcuffs, batons, torches, and registers.
• Installation and maintenance of panic button systems for emergency alerts.
• Contingency plans for labour strikes, security emergencies, and special municipal events.
• Provision of management and supervisory staff with relevant experience and qualifications.

Skills Requirements

The successful bidder must demonstrate:

• Management and supervisory staff with relevant experience in security services, including references and appointment letters.
• Management team familiar with security legislation, including PSIRA regulations, firearm competency, and security standards.
• Security officers with valid firearm licenses, competency certificates, and training records.
• Ability to provide continuous, reliable security coverage across all designated sites.
• Capacity to install, operate, and maintain security systems such as panic buttons and access control devices.
• Experience in handling emergency scenarios, including labour unrest, security breaches, and municipal events.
• Compliance with all statutory requirements, including PSIRA registration, COIDA, UIF, and other relevant legislation.
