Objectives

The primary objective of this tender is to appoint one or more service providers (maximum of three per line item) to supply and deliver streetlight poles and electrical distribution poles to Rustenburg Local Municipality (RLM) as and when required over a period of three years. The appointed providers are expected to ensure timely delivery of materials that meet all applicable standards and specifications, supporting the municipality’s infrastructure development and maintenance needs.

Scope

The scope encompasses the supply and delivery of:

• Streetlight Poles
• Electrical Distribution Poles

Services are to be provided on an as-and-when-required basis for a contract duration of three years. The contract includes the sourcing, manufacturing, and logistics necessary to deliver the ordered materials to Rustenburg Local Municipality, with provisions for potential escalations after the first year.

Technical Requirements

The technical specifications are detailed in the bid documents and annexures, requiring that all supplied materials:

• Comply with applicable standards and specifications outlined in the bid documentation.
• Are new, unused, and incorporate recent design improvements unless otherwise specified.
• Are properly packed to withstand transit and handling stresses.
• Are delivered with appropriate documentation, including delivery notes and invoices reflecting correct quantities and contract details.
• Meet the quality and safety standards specified by the municipality.

The contract also stipulates that all materials supplied must be subject to inspections, tests, and analyses to verify compliance, with provisions for rejection of non-conforming goods.

Skills and Competencies Requirements

Applicants must demonstrate:

• Relevant experience and capacity to supply and deliver streetlight and electrical distribution poles.
• Compliance with CIDB registration and grading requirements.
• Ability to meet technical specifications and quality standards.
• Capacity to manage logistics and timely delivery on an as-needed basis.
• Understanding of procurement procedures, contractual obligations, and compliance with municipal policies.
• Provision of necessary documentation, including municipal rates and taxes statements, affidavits, and declaration forms.

Additionally, bidders should have the skills to adhere to the contractual and legal requirements, including quality assurance, safety standards, and supply chain management practices.
