Objectives

The primary objective of this tender is to procure a qualified service provider to supply, install, and maintain a Performance Management System for a period of 24 months. The system should support enterprise risk management, integrate with existing municipal systems, and ensure compliance with relevant legislative and governance standards.

Scope

The scope encompasses:

• Supply, implementation, and integration of a scalable, AI-enabled Enterprise Risk Management (ERM) system.
• Licensing, training, and ongoing support for the system.
• Integration with existing municipal platforms such as Diligent (formerly High Bond), Sage Evolution, Sage 300 Payroll, and other municipal systems.
• Provision of modules including report generation, risk registration, linking risks to projects and objectives, financial risk analytics, forecasting, document management, AI features, dashboards, reminders, incident management, assurance management, risk culture assessment, strategic risk alignment, business continuity monitoring, KRI management, automated reporting, and POPIA compliance.
• Hosting and infrastructure proposals for system deployment.

Technical Requirements

The technical specifications include:

• Generation of risk reports such as top risks, departmental risk profiles, mitigation progress, incident reports, and risk trends.
• Centralized risk register with linking capabilities to projects, departments, and objectives.
• Enterprise risk management functionalities with financial analytics, forecasting, and predictive analytics.
• Document management module for handling related documentation.
• Advanced AI features for risk analysis and decision support.
• Robust reporting and dashboard tools with automated council reporting.
• Reminders, notifications, and risk flagging mechanisms.
• Risk control self-assessment (RCSA), incident and loss event management, and assurance management modules.
• Integration with Diligent (High Bond) audit platform and other municipal systems.
• Compliance with POPIA for data protection and security.
• Hosting and infrastructure solutions suitable for municipal requirements.

Skills Requirements

The successful bidder must demonstrate:

• Relevant experience in supply, development, and implementation of enterprise risk management systems, with references and appointment letters.
• Qualified personnel including a Lead Technician/Developer with a Degree in Computer Science or IT, and 4-10 years of experience, along with CVs and certifications.
• Team members with expertise in performance management and related modules, with appropriate qualifications and experience.
• Methodology and practical approach for project implementation, including detailed implementation plans and timelines.
• Ability to provide ongoing support, training, and system integration services.
• Compliance with POPIA and other legislative requirements.
