Objectives

The primary objective of this tender is to appoint a competent service provider to upgrade approximately 2.0 km of internal streets from gravel to surfaced standard within the Vuka to Madiehe area, improving road safety, accessibility, stormwater management, and socio-economic development. The project emphasizes labour-intensive construction methods and local employment opportunities, aligning with EPWP principles.

Scope

The scope includes:

• Site establishment and preliminary activities
• Clearing and grubbing within the road reserve
• Earthworks: excavation, filling, and roadbed preparation
• Pavement layer construction: subbase, stabilized base, asphalt surfacing
• Stormwater infrastructure: side drains, culverts, mitre drains, erosion protection
• Concrete works: kerbs, channels, drainage structures
• Road signage, markings, and traffic calming measures
• Traffic accommodation and access maintenance during construction
• Protection and relocation of municipal services
• Environmental management and rehabilitation
• Implementation of occupational health and safety measures
• Labour-intensive construction methods and EPWP compliance

Technical Requirements

The technical requirements encompass:

• Adherence to the COLTO Standard Specifications, SANS standards, and project-specific specifications
• Design responsibilities for temporary works; contractor responsible for permanent works design
• Preparation and submission of detailed construction programmes and impact mitigation plans
• Provision of all materials, plant, equipment, and skilled supervision
• Construction of pavement layers with specified materials and compaction standards
• Stormwater infrastructure construction and rehabilitation
• Implementation of environmental controls, erosion prevention, and pollution mitigation measures
• Compliance with occupational health and safety regulations, including hazard assessments, training, and emergency procedures
• Quality control through testing, inspections, and adherence to standards
• Proper management of spoil, stockpiles, and hazardous materials

Skills and Skills Requirements

The tender mandates the following skills and qualifications:

• Management and supervisory staff with minimum NQF Level 7 qualifications in Civil Engineering or related fields, with proven experience in construction management and civil projects
• Site management personnel with at least 10 years’ experience in civil engineering projects
• Supervisors with minimum NQF Level 6 qualifications and relevant experience
• Labourers and operators trained and certified in their respective roles, including plant operators with valid licenses
• Specialist personnel such as geotechnical engineers, environmental officers, health and safety officers, traffic management officers, and quality inspectors
• Personnel with training in occupational health and safety, HIV/AIDS awareness, and environmental management
• Experience in labour-intensive construction methods and EPWP compliance
• Ability to develop and implement environmental management plans, safety procedures, and quality control measures

All personnel involved must demonstrate relevant qualifications, experience, and training as specified in the tender documents, ensuring compliance with legislative and project-specific requirements.
