Objectives

The primary objective of this tender is to appoint a suitable service provider(s) to supply and deliver protective clothing and related items to Nkomazi Local Municipality over a period of three years (36 months). The aim is to ensure continuous availability of PPE and related items to support occupational safety, health, and safety compliance for municipal employees across various departments.

Scope

The scope encompasses the supply and delivery of a wide range of protective clothing, uniforms, footwear, PPE, and related items as per the schedule of rates and technical specifications. This includes items such as jackets, gloves, rainwear, helmets, flame-resistant overalls, safety footwear, head and eye protection, respiratory and hearing protection, reflective and high-visibility gear, and specialized PPE for specific operations like firefighting, rescue, and law enforcement. The supply is on an as-and-when-required basis, with the contract covering multiple departments and operational needs of the municipality.

The contract will be performance-based, with the municipality reserving the right to appoint one or more service providers depending on operational requirements, capacity, and budget. The delivery must meet quality, safety, and safety standards, and items must be embroidered or screen-printed with the Nkomazi Municipality logo and department identifiers as specified.

Technical Requirements

• All protective clothing and PPE must comply with Occupational Health and Safety (OHS) Act requirements and relevant standards (e.g., SANS).
• Items must be embroidered with the official Nkomazi Municipality logo on the front left and screen-printed with department names on the back where specified.
• Design specifications include durability (e.g., triple-stitched seams), reflective strips for visibility, and specific features per item type (e.g., pockets, closures, fabric type).
• Items such as flame-resistant overalls, jackets, and specialized PPE must meet safety and safety regulation standards, including spark-resistant fabrics and flame retardant properties.
• All items must be supplied in correct sizes and quantities, with quality consistency and timely delivery.
• Suppliers must provide samples for inspection, and goods may be subject to inspection and testing upon delivery.
• Items must be embroidered or screen-printed with the municipality logo and department identifiers as specified in the technical specifications.

Skills and Skills Requirements

• Proven experience in supplying and delivering PPE and protective clothing, demonstrated through reference letters on official letterhead, indicating relevant project durations and contact details.
• Financial capability to handle large orders, with evidence such as purchase orders or financial statements, demonstrating capacity to supply PPE on a large scale.
• Technical capability to deliver goods within specified timeframes, with proof of logistical capacity and delivery turnaround times.
• Ability to meet quality standards, including compliance with safety regulations, embroidery, and screen-printing requirements.
• Knowledge of occupational health and safety standards, PPE specifications, and relevant safety legislation.
• Capacity to provide specialized PPE such as flame-resistant clothing, chemical-resistant gear, and firefighting suits, with appropriate certifications.
• Experience in managing supply chain logistics, quality control, and inspection processes to ensure consistent supply and compliance.
