Objectives

The primary objective of this tender is to appoint a suitable service provider(s) to supply and deliver protective clothing and related items to Nkomazi Local Municipality over a period of three years (36 months). The aim is to ensure the availability of occupational safety gear for municipal employees to promote health, safety, and uninterrupted service delivery.

Scope

The scope of work includes:

• Supply and delivery of protective clothing, uniforms, and related items as per the schedule of rates.
• Provision of items such as jackets, gloves, rainwear, helmets, flame-resistant overalls, shirts, trousers, footwear, PPE (Personal Protective Equipment), head and eye protection, respiratory and hearing protection, and high-visibility items.
• Delivery on an as-and-when-required basis to various municipal departments based on operational needs.
• Maintenance of high standards in product quality, reliability, and timely delivery throughout the contract period.
• Provision of goods that meet Occupational Health and Safety (OHS) requirements and municipal branding specifications (logos, embroidery, screen printing).

Technical Requirements

The technical specifications include:

• Protective clothing embroidered with the Nkomazi Municipality logo and department name (where specified).
• Design features such as reflective strips, triple-stitched seams for durability, multiple pockets, and compliance with safety standards.
• Specialized items like flame-resistant suits, spark-resistant fabrics, and flame-retardant materials for specific departments (e.g., Energy, Mechanical, Fire & Rescue).
• Footwear must include safety shoes, boots, rescue boots, and fire-resistant footwear with steel toes and slip-resistant soles.
• PPE such as gloves, helmets, goggles, masks, harnesses, and other safety gear must meet relevant safety standards and be embroidered or screen-printed with municipal logos.
• Items must be embroidered or screen-printed with the official Nkomazi logo and department identifiers as specified.
• Delivery must adhere to quality standards, with inspection rights reserved by the municipality, and items must be supplied in correct sizes and quantities.

Skills and Capacity Requirements

The service provider(s) must demonstrate:

• Relevant experience of at least 1-2 years in supplying and delivering protective clothing and PPE, with reference letters on official letterhead.
• Financial capability to handle orders ranging from R50,000 to R201,000 and above, supported by purchase orders or financial statements.
• Capacity to deliver within specified timeframes, with a proven logistics and delivery turnaround time of 31-60 days.
• Ability to supply a wide range of items, including specialized PPE, uniforms, footwear, and accessories, in various sizes (S–XXXL, 28–60+), with embroidered or screen-printed branding.
• Qualified personnel with skills in product quality assurance, inspection, and compliance with safety standards.
• Demonstrated ability to maintain high standards of product quality, reliability, and timely delivery, supported by technical expertise and capacity to handle bulk orders.
