Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider(s) to supply and deliver protective clothing and related items to Nkomazi Local Municipality over a period of three years (36 months). The aim is to ensure continuous availability of occupational safety gear for municipal employees to promote health, safety, and uninterrupted service delivery.

Scope

The scope encompasses the supply and delivery of a wide range of protective clothing, uniforms, footwear, PPE, and related items as per the schedule of rates. Items include jackets, gloves, rainwear, helmets, flame-resistant overalls, safety shoes, reflective gear, and specialized PPE for various departments such as Energy, Mechanical, Fire & Rescue, Law Enforcement, and Traffic Officers. The supply is on an as-and-when-required basis across multiple municipal departments, with performance-based delivery standards.

The contract involves:

• Provision of goods on demand, depending on departmental needs
• Maintaining high standards of product quality, reliability, and timely delivery
• Potential appointment of multiple service providers based on operational requirements
• Evaluation in three stages: administrative compliance, technical capability, and price/preference points

Technical Requirements

All protective clothing and PPE must:

• Comply with Occupational Health and Safety (OHS) Act requirements
• Be embroidered with the Nkomazi Municipality logo on the front left and screen-printed with department names on the back where specified
• Meet design specifications such as durability (e.g., triple-stitched seams), reflective strips for visibility, and appropriate fabric types (e.g., flame-resistant, spark-resistant, water-resistant)
• Include a variety of items such as jackets, trousers, shirts, overalls, footwear, headgear, gloves, respiratory and hearing protection, and specialized PPE for hazardous environments
• Be supplied in correct sizes and quantities, with quality maintained throughout the contract period
• Be inspected upon delivery, with non-compliant items rejected and replaced promptly

Delivery must adhere to specified timelines, and samples may be requested for quality assurance prior to bulk supply.

Skills and Skills Requirements

The service provider(s) must demonstrate:

• Relevant Experience: Proven experience of 1-2 years (minimum) in supplying and delivering PPE and protective clothing, with reference letters on official letterhead, indicating similar projects and contact details. Experience of 3-4 years (or more) will score higher.
• Technical Capability: Ability to supply a broad range of PPE and clothing items, with capacity to deliver within specified timeframes (e.g., 31-60 days). Evidence such as purchase orders, capability statements, and logistical arrangements are required.
• Financial Capability: Demonstrated financial viability through recent purchase orders or financial statements, ensuring capacity to handle large or multiple orders.
• Operational Skills: Efficient logistics and supply chain management to ensure timely delivery, proper stock management, and quality control.
• Compliance Skills: Ability to meet all legal, safety, and quality standards, including certification, certification copies, municipal accounts, and tax compliance documentation.
• Technical Knowledge: Understanding of PPE standards, safety regulations, and departmental requirements for specialized protective gear.

Overall, bidders must meet administrative, technical, and financial criteria to qualify for evaluation and potential appointment.
