Objectives

The primary objective of this tender is to appoint a suitable service provider(s) for the supply and delivery of protective clothing and related items to Nkomazi Local Municipality. The goal is to ensure continuous availability of occupational safety gear for municipal employees across various departments, thereby safeguarding their health and safety while maintaining effective service delivery over a period of three years (36 months).

Scope

The scope encompasses the supply and delivery of a wide range of protective clothing, uniforms, footwear, PPE, and related items as per the schedule of rates. This includes, but is not limited to:

• Jackets, gloves, rainwear, helmets, overalls, flame-resistant clothing, and specialized PPE
• Clothing for different departments such as Energy, Mechanical, Fire & Rescue, Law Enforcement, and Traffic Officers
• Footwear including safety shoes, boots, rescue boots, and specialized footwear
• Head, eye, respiratory, hearing protection, and other safety equipment
• Reflective and high-visibility items
• Uniform accessories such as shirts, trousers, skirts, caps, belts, and outerwear
• Additional items like socks, gloves, rain suits, and specialized PPE for hazardous environments

The supply will be on an as-and-when-required basis, with the municipality reserving the right to appoint one or more service providers depending on operational needs and capacity.

Technical Requirements

The technical specifications include:

• All protective clothing and PPE must comply with Occupational Health and Safety (OHS) Act requirements.
• Clothing must be embroidered with the official Nkomazi Local Municipality logo on the front left and screen-printed with department names where specified.
• Design features include durability (e.g., triple-stitched seams), reflective strips for visibility, and specific fabric requirements such as flame-resistant or spark-resistant materials for energy department items.
• Items must be embroidered or screen-printed with the municipality logo and department name as per specifications.
• Footwear and PPE must meet safety standards, including steel toe caps, slip resistance, electrical resistance, and fire resistance where applicable.
• All items must be delivered in correct sizes and quantities, with quality maintained throughout the contract period.
• Suppliers must provide samples for inspection and testing prior to bulk supply.

Skills and Skills Requirements

The tender emphasizes the need for service providers to demonstrate:

• Relevant Experience: Proven experience of 1-2 years (minimum) in supplying and delivering protective clothing and PPE, with reference letters on official letterhead, indicating similar projects.
• Technical Capability: Ability to supply a wide range of PPE and clothing items that meet technical specifications, safety standards, and quality requirements.
• Financial Capability: Demonstrated capacity to handle orders of varying sizes, with purchase orders ranging from R50,000 to over R200,000, ensuring reliable supply and delivery.
• Logistical Ability: Proven ability to deliver within specified timeframes (e.g., 30-60 days), with proof of address and logistical infrastructure within Mpumalanga or the Ehlanzeni District.
• Compliance and Certification: Submission of valid tax clearance certificates, municipal accounts, CSD reports, and certified company registration documents.
• Quality Assurance: Ability to maintain high standards in product quality, reliability, and timely delivery throughout the contract duration.
• Legal and Regulatory Compliance: Adherence to all applicable laws, including the Occupational Health and Safety Act, and compliance with procurement policies.
