Objectives

The primary objective of this tender is to appoint a suitable service provider(s) to supply and deliver protective clothing and related items to Nkomazi Local Municipality over a period of three years (36 months). The aim is to ensure the availability of occupational safety gear for municipal employees to promote health, safety, and uninterrupted service delivery.

Scope

The scope encompasses the supply and delivery of various protective clothing, uniforms, footwear, PPE, and related items as per the Schedule of Quantities. Items include jackets, gloves, rainwear, helmets, flame-resistant overalls, safety shoes, reflective gear, and specialized PPE for different departments such as Energy, Mechanical, Fire & Rescue, Law Enforcement, and Traffic Officers. Deliveries are on an as-and-when-required basis across multiple municipal departments, with a performance-based contract spanning 36 months. The municipality may appoint one or more service providers depending on operational needs and capacity.

The contract involves:

• Provision of goods on demand, maintaining quality, reliability, and timely delivery.
• Adherence to safety standards (OHS Act, SANS, and Occupational Health and Safety requirements).
• Customization with municipal logos, department names, reflective strips, and safety features as specified.

Technical Requirements

All protective clothing and PPE must:

• Comply with the Occupational Health and Safety Act and relevant standards.
• Be embroidered with the Nkomazi Local Municipality logo on the front left and screen-printed with department names on the back where specified.
• Feature reflective strips for visibility, especially on jackets, trousers, and overalls.
• Be designed for durability, with features such as triple-stitched seams, multiple pockets, and specialized fabrics (e.g., spark-resistant, flame-retardant, waterproof).
• Include a variety of clothing types such as jackets, shirts, trousers, skirts, dresses, footwear, headgear, and specialized PPE (e.g., chemical resistant, water-resistant, fire-resistant).
• Be supplied in correct sizes and quantities, with quality control and timely delivery.
• Meet specific departmental specifications, including flame resistance, electrical resistance, and water resistance where applicable.

Delivery and inspection processes include:

• Inspection upon delivery, rejection of non-compliant items, and sample requests prior to bulk supply.
• Proper packing to prevent damage during transit.
• Provision of necessary documentation such as delivery notes, certificates, and compliance certificates.

Skills Requirements

The successful service provider(s) must demonstrate:

• Relevant experience of at least 1-2 years in supplying and delivering protective clothing and PPE, with reference letters on official letterhead, project duration, and contact details.
• Capacity and capability to supply and deliver PPE in the required quantities and within specified delivery times, supported by purchase orders or similar documentation.
• Financial viability to sustain supply over the contract period, evidenced by financial statements or order histories.
• Technical competence in manufacturing or sourcing PPE that meets safety standards and specifications.
• Ability to customize clothing with logos, department names, and reflective features as per municipal branding requirements.
• Knowledge of occupational health and safety standards and compliance with relevant legislation.
• Capacity to handle multiple departments and deliver on demand, maintaining high quality and reliability.
