Objectives

The primary objective of this tender is to appoint a qualified and experienced service provider(s) to supply and deliver protective clothing and related items to Nkomazi Local Municipality over a period of three years (36 months). The goal is to ensure continuous availability of occupational safety gear for municipal employees, supporting effective and safe service delivery across various departments.

Scope

The scope encompasses the supply and delivery of a wide range of protective clothing, uniforms, and personal protective equipment (PPE) as per the schedule of rates. Items include jackets, gloves, rainwear, helmets, flame-resistant overalls, safety footwear, head and eye protection, respiratory and hearing protection, reflective and high-visibility gear, and specialized PPE such as chemical-resistant and firefighting suits. The supply is on an as-and-when-required basis, with the contractor(s) responsible for maintaining high standards of quality, reliability, and timely delivery throughout the contract duration.

The contract may involve multiple service providers, with the municipality reserving the right to appoint more than one based on operational needs and capacity. The work involves performance-based delivery, adhering to occupational health and safety standards, and ensuring embroidered or screen-printed municipal logos and department identifiers on clothing items.

Technical Requirements

• Items must comply with Occupational Health and Safety (OHS) standards and relevant safety acts.
• Protective clothing must be embroidered with the Nkomazi Local Municipality logo and, where specified, screen-printed with department names.
• Design specifications include durability features such as triple-stitched seams, reflective strips, multiple pockets, and appropriate sizing for all employees.
• Items must be made from specified materials, including flame-resistant fabrics, spark-resistant textiles, and water-resistant or reflective materials as per the detailed technical specifications.
• All PPE must meet safety standards for flame resistance, electrical resistance, chemical resistance, and impact protection where applicable.
• Delivery must include proper packing, timely dispatch, and compliance with quality control inspections.
• Suppliers must provide samples for approval prior to bulk supply and ensure consistency in quality throughout the contract period.

Skills and Skills Requirements

• Proven experience in supplying and delivering protective clothing and PPE, supported by reference letters on official letterhead, indicating similar past projects spanning at least 1-2 years, with preference for 3-5 years or more.
• Demonstrated capacity and capability to supply the required quantities within specified delivery timelines, supported by relevant purchase orders or contracts.
• Financial viability to sustain supply over the contract period, evidenced by financial statements or purchase order history.
• Technical expertise in manufacturing or sourcing PPE that complies with safety standards, including knowledge of flame-resistant, spark-resistant, chemical-resistant, and high-visibility gear.
• Ability to provide on-time delivery, with proven logistics and supply chain management skills, supported by proof of address and logistical arrangements.
• Understanding of occupational health and safety regulations and standards applicable to municipal work environments.
• Capability to produce embroidered and screen-printed clothing with high-quality logos and department identifiers.
• Compliance with all legal, tax, and regulatory requirements, including valid tax clearance certificates and company registration documents.
