Objectives

The primary objective of this tender is to establish a contract for the maintenance, repair, refurbishment, and testing of power transformers, on-load tapchangers, neutral earthing resistors (NERs), and neutral earthing compensator resistor transformers (NECRTs) for the City of Cape Town. The aim is to ensure the reliable operation and longevity of HV equipment within the city's electrical network over a contract period of 36 months.

Scope

The scope encompasses:

• Routine and corrective maintenance, inspection, and refurbishment of power transformers, NERs, NECRTs, and OLTCs.
• Electrical testing including insulation, dielectric, resistance, impedance, and frequency response analyses.
• Supply of OEM or equivalent spare parts, materials, and consumables.
• Inspection, investigation, repair, and refurbishment of OLTCs (both out-of-tank and in-tank types).
• Provision of trained personnel, tools, transport, and plant for executing the work.
• Training of CCT personnel in testing and maintenance procedures.
• Compliance with safety, environmental, and quality standards as specified.

Technical Requirements

The technical requirements include:

• Adherence to relevant standards such as IEC, SANS, and OEM specifications for all testing, inspection, and repair activities.
• Use of OEM or certified equivalent spare parts and materials.
• Electrical testing procedures covering winding insulation, bushings, exciting current, impedance, and frequency response, with detailed test procedures.
• Routine maintenance activities such as oil sampling, gas analysis, cleaning, painting, and leak repairs, in accordance with specified standards.
• Refurbishment activities including component replacement, oil filtration, and tank repairs, with proper documentation and reporting.
• Provision of qualified supervisors, technicians, and trainers with minimum specified experience (e.g., 3-5 years).
• Availability of transport, plant, and equipment capable of handling HV transformers and OLTCs.
• Implementation of health and safety, environmental, and quality management systems.

Skills and Experience Requirements

The tenderer must demonstrate:

• Proven track record of relevant experience in HV transformer, OLTC, NER, and NECRT maintenance, refurbishment, and testing.
• Minimum of 3-5 years’ experience for technicians and 5+ years for senior technicians and supervisors in electrical testing and maintenance of HV equipment.
• Qualified personnel with valid certifications, including NRS 040 Responsible Persons certification and relevant training in high voltage systems.
• Capability to supply OEM or certified equivalent spare parts and materials.
• Availability of suitable transport and plant for HV equipment handling.
• Experience in conducting training courses for CCT staff, with qualified instructors having at least 3 years’ experience.
• Ability to produce detailed reports, work plans, and documentation compliant with standards and contractual requirements.
• Compliance with health, safety, and environmental legislation, including occupational health and safety plans.
