Objectives

The primary objective of this tender is to establish a contract for the supply, installation, repair, and maintenance of signage across all parks, open spaces, and facilities (both leased and owned) within the City of Cape Town’s Community Services and Health department. The aim is to ensure consistent, durable, and compliant signage that supports community engagement, safety, and information dissemination over a contract period of 36 months.

Scope

The scope encompasses:

• Supply of various signage types including freestanding, wall-mounted, bollard, tiled, and support structures.
• Manufacture, transport, and installation of signage in accordance with specified standards and city branding guidelines.
• Removal and disposal of existing signage and debris.
• Repair and maintenance of signage as needed during the contract period.
• Provision of signage for multiple locations within the municipal area, with project-specific requirements detailed in individual work orders.
• Adherence to environmental, safety, and quality standards, including site protection and infrastructure safeguarding.

Technical Requirements

The technical scope includes:

• Design and formatting of artwork using approved templates, ensuring compliance with City branding and colour standards (Pantone, CMYK).
• Manufacture of signage using specified materials such as Aluminium Composite Panels, timber, ceramic tiles, and support structures, with specified durability (minimum 5-year guarantee for paving, 20-year durability for frames).
• Application of high-quality finishes, including corrosion protection (galvanising, painting), UV and weather-resistant inks, and secure mounting methods.
• Provision of samples and shop drawings for approval prior to full production.
• Installation in accordance with approved drawings, site conditions, and safety protocols, including traffic management and infrastructure protection.
• Compliance with relevant standards (e.g., SANS, ISO) and city signage manuals.
• Environmental management, waste disposal, and site reinstatement post-installation.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in supplying, installing, repairing, and maintaining signage, with references for at least 3 projects of similar scope and complexity.
• Technical expertise in sign manufacturing processes, including working with aluminium, timber, ceramics, and support structures.
• Design capability with proficiency in software such as CorelDraw, Adobe InDesign, Photoshop, Illustrator, or AutoCAD.
• Knowledge of city branding standards, colour matching, and signage regulations.
• Capacity to produce samples, shop drawings, and manage project timelines effectively.
• Qualified personnel for site installation, including safety officers and technical artisans.
• Environmental and safety compliance skills, including site protection, waste management, and infrastructure safeguarding.
• Financial stability and capacity to undertake multiple projects over the contract period.
