1. BACKGROUND

The National Department of Health (NDoH) is one of four designated Principal Recipients (PRs) for Grant Cycle Seven (GC7) of the Global Fund to fight AIDS, Tuberculosis, and Malaria. The implementation period spans from 01 October 2025 to 31 March 2028, with an additional six-month grant closure period from 01 April 2028 to 30 September 2028. To effectively execute the grant, the NDoH has appointed six Sub-Recipients (SRs) to implement TB and HIV programmes across twelve districts in eight provinces.

One of these SRs, Isibani Development Partners (Isibani), will be overseeing the appointment of a competent and experienced service provider to manage the human resource component (“project”) of NDOH Global Fund Project Management Unit (PMU) for the period 01 October 2025 – 30 September 2028.

The successful applicant is expected to manage approximately 100 staff complement, with provision of six (6) months for the grant closure activities ending 30 September 2028.

2. OBJECTIVES

To appoint a qualified and experienced service provider to oversee and manage the human resource administration and practices aligned with NDoH policies and implemented in collaboration with Isibani.

3. SCOPE OF WORK: HUMAN RESOURCE ADMINISTRATION AND MANAGEMENT

The service provider will be expected to perform all administrative activities related to Human Resource Administration and Management for the period ending 30 September 2028, including but not limited to the following:

3.1 Advertisement and managing recruitment for vacant positions.
3.2 Facilitating the selection, interview, and appointment processes.
3.3 Drafting and issuing employment contracts, appointment and regret letters/responses.
3.4 Administering payroll salary structuring, and compliance deductions.
3.5 Coordinate employee training and development programs.
3.6 Processing employees' claims efficiently.
3.7 Managing statutory deduction including Pay As You Earn (PAYE).
3.8 Administering employee Leave and related tracking systems.
3.9 Managing employee Pension contribution and records.
3.10 Handling Labour relations issues and ensuring compliance with labour law.
3.11 Designing and implementing Employee Wellness programs/initiatives.

4. DELIVERABLES

4.1 Progress report on recruitment process.
4.2 Monthly submission of payroll to NDoH for approval.
4.3 Monthly confirmation of pension payment to a third party.
4.4 Provide training report in line with identified courses and training schedule bi-annually.
4.5 Leave reports on request by the management.
4.6 Employee Wellness report as required by management.
