Objectives

The primary objective of this tender is to appoint a panel of qualified service providers to deliver Medical Surveillance Services and Health Risk Management Services to employees of the City of Ekurhuleni. The aim is to promote employee well-being, ensure legal compliance, foster a safe and healthy work environment, and support organizational sustainability through comprehensive employee health programs.

Scope

The scope encompasses the provision of:

• Medical Surveillance Services, including baseline, periodic, exit, pre-employment, and fitness assessments, as well as diagnostic procedures such as chest X-rays, biological monitoring, and drug testing.
• Health Risk Management Services, involving assessments, medical reports, incapacity management, and disability evaluations to facilitate employee return-to-work processes and medical boarding where necessary.
• Partnering with the City to assess employees, provide medical reports, and support incapacity and disability management, including attending incapacity committee meetings and providing comprehensive reports within specified turnaround times.

Technical Requirements

The technical specifications include:

• Office facilities within the City of Ekurhuleni, comprising consultation rooms of minimum 20m², equipped with necessary medical and assessment tools.
• Fully equipped mobile clinics and specialized assessment equipment such as spirometers, audiometers, vision screening devices, and X-ray facilities.
• Qualified personnel including Occupational Medical Practitioners, Psychiatrists, Occupational Therapists, Occupational Health Nurses, and support staff with relevant qualifications and experience.
• Provision of infrastructure, resources, and plant/equipment (owned or leased) to support service delivery.
• Insurance coverage including public liability and workers' compensation insurance, with proof of coverage submitted prior to commencement.
• Adherence to health and safety regulations, including the submission of safety files, risk assessments, and statutory compliance documentation.

Skills Requirements

The successful service providers must demonstrate:

• Experience in delivering comprehensive medical surveillance and incapacity management services, supported by contactable references and relevant project experience.
• Qualified personnel with appropriate certifications, including Occupational Medical Practitioners, Psychiatrists, Occupational Therapists, and Occupational Health Nurses, with proof of SAQA accreditation for foreign qualifications where applicable.
• Financial capacity to deliver services, evidenced by bank statements, credit facilities, or funding commitments (minimum R300,000 for certain categories and R500,000 for others).
• Operational capacity including suitable office facilities, mobile clinics, assessment equipment, and trained support staff.
• Compliance with legislative and regulatory requirements, including tax compliance, BBBEE status, and adherence to health and safety standards.
• Ability to provide detailed reports, manage incapacity and disability cases, and attend relevant meetings within specified timeframes.
