Objectives

The primary objective of this tender is to appoint a qualified professional service provider to acquire water use licenses and conduct water quality audits for 19 ERWAT Water Care Works over a three-year period. The aim is to ensure compliance with water use license conditions, improve water management, and enhance water quality monitoring and reporting.

Scope

The scope includes:

• Conducting independent external water use license audits for all 19 Water Care Works.
• Investigating and reporting on water quality status at each Water Care Work annually.
• Developing water use license/authorization audit reports assessing performance against legislative standards.
• Preparing water quality status reports with detailed data analysis, catchment descriptions, and trend assessments.
• Presenting findings through workshops and overview reports to ERWAT management and stakeholders.
• Providing all necessary tools, personnel, and expertise, including qualified inspectors and specialists.

Technical Requirements

The technical requirements encompass:

• Development of Water Use License/Authorization audit frameworks for all plants.
• Annual water quality assessments, including hydrogeological investigations, bio-monitoring, and compliance evaluations.
• Preparation of comprehensive audit and water quality reports, including status, compliance, incident reporting, sludge and stormwater management, and recommendations for improvements.
• Deployment of qualified personnel, including four Lead Inspectors (one per drainage district) with relevant professional registration (ECSA or SACNASP).
• Knowledge of Green Drop requirements, Wastewater Risk Abatement (W2RAP), and related legislative standards.
• Notification protocols for site assessments, PPE compliance, and confidentiality of information.

Skills Requirements

The skills and qualifications required include:

• At least four Lead Inspectors with SACNASP or ECSA registration, each with experience in water use license audits and water quality reporting.
• Project Leader with professional registration (Professional Engineer or Natural Scientist) and proven experience in water use license audits and water quality assessments.
• Ability to interpret legislative standards, Green Drop requirements, and environmental management protocols.
• Strong report writing, presentation, and workshop facilitation skills.
• Knowledge of hydrogeological investigations, bio-monitoring, and compliance evaluation techniques.
• Capability to provide all necessary tools, PPE, and expertise for site assessments and audits.
