Objectives

The primary objective of this tender is to appoint contractors for the construction of sewered and alternative non-sewered sanitation systems in informal settlements within the City of Ekurhuleni. The aim is to upgrade sanitation infrastructure to improve living conditions, promote human dignity, ensure environmental compliance, and reduce reliance on chemical toilets. The project supports the City’s mandate to provide basic sanitation services, especially in re-blocked and unserviced settlements, using both sewered and non-sewered solutions based on site conditions and existing infrastructure.

Scope

The scope encompasses the construction of various sanitation systems, including:

• Precast concrete toilet units connected to septic, conservancy, or waterborne sewer systems.
• Ablution blocks where feasible.
• Small-scale on-site treatment facilities and water-efficient sanitation solutions.
• Construction of civil structures such as chambers, manholes, and supporting infrastructure.
• Installation of water and sewer reticulation pipelines, including erf connections and ancillary works.
• Provision of boreholes, elevated water tanks, and water reticulation networks.
• Construction of stormwater drainage, culverts, and related infrastructure.
• Provision of portable chemical toilets, vacuum trucks, and other sanitation equipment.
• Implementation of labour-intensive construction methods, with emphasis on local employment and community participation.

The works are to be executed across various locations within the City, including North-East and South-West districts, with temporary works, site establishment, and environmental considerations integrated into the project.

Technical Requirements

• Construction in accordance with SANS 1200 series standards, Department of Water and Sanitation standards, and relevant legislation.
• Use of approved materials, including precast concrete, polyethylene, uPVC, and steel, with specified standards for quality and durability.
• Corrosion protection of steel and pipework, including epoxy coatings, fusion bonded epoxy, and galvanizing, as per specified specifications.
• Installation of pipelines with proper bedding, support, and jointing, ensuring watertightness and compliance with standards.
• Design and construction of civil structures such as chambers, manholes, and supports, with specified dimensions, reinforcement, and waterproofing.
• Implementation of safety, health, and environmental protocols, including hazard management, site safety, and community safety measures.
• Use of trenchless technology (e.g., horizontal directional drilling) for crossing roads and railway lines, with specified equipment, guidance systems, and monitoring.
• Provision of testing, inspection, and commissioning of all systems, including hydrostatic tests, CCTV inspections, and quality control measures.
• Labour-intensive construction methods with detailed procedures for excavation, backfilling, compaction, and reinstatement, emphasizing local employment and community involvement.

Skills Requirements

• CIDB contractor grading of 6CE / 5CEPE or higher, with proven experience in sanitation and pipeline works.
• Qualified management and supervisory personnel, including:
  • Project/Construction Managers (PrCM or PrCPM) registered with SACPCMP or ECSA.
  • Site Agents and Safety Officers with relevant qualifications (e.g., BEng, BTech, ND in Environmental Health).
  • Land surveyors with registration (SAGC).
• Experience in constructing and installing:
  • Water and sewer reticulation systems.
  • Non-sewered sanitation systems, including septic tanks, conservancy tanks, and on-site treatment facilities.
  • Stormwater drainage, chambers, and civil structures.
• Demonstrated competence in using labour-intensive methods, with personnel trained in safety, health, and construction procedures.
• Ability to manage environmental, safety, and health regulations, including the Occupational Health and Safety Act, and to implement safety plans and procedures.
• Proven track record with relevant completed projects, supported by references and certification.
• Capability to supply, install, test, and commission materials and systems in accordance with specified standards and quality requirements.
• Community engagement and employment of local labour, with documented policies and procedures for skills transfer and training.
