Objectives

The primary objective of this tender is to appoint service providers responsible for the supply, delivery, off-loading of liquid chlorine gas, and collection of empty cylinders at various swimming pools within the City of Ekurhuleni. The contract aims to ensure a safe, reliable, and efficient supply of chlorine gas for swimming pool sanitation, with provisions for emergency support, training, and compliance with safety and regulatory standards. The service providers will operate on an as-and-when-required basis from the date of award until 30 June 2028/2029, depending on the specific contract period.

Scope

The scope includes:

• Supply and delivery of liquid chlorine gas in steel cylinders (approximately 70kg and 925kg capacities).
• Off-loading of chlorine cylinders at designated swimming pools across various locations in Ekurhuleni.
• Collection and safe handling of empty cylinders post-use.
• Provision of necessary plant, equipment, and personnel, including trucks fitted with relevant mechanical cranes.
• Operational activities aligned with safety regulations, including transportation, storage, and emergency response.
• Training of municipal staff on safe handling and operational procedures related to chlorine gas.
• Adherence to legislative, safety, and environmental standards, including occupational health and safety regulations.

Technical Requirements

The technical requirements specify:

• Provision of suitable trucks (minimum GVM of 16,000 kg) fitted with mechanical cranes for loading and offloading cylinders.
• Delivery in steel cylinders containing approximately 70kg and 925kg of liquid chlorine, compliant with safety standards.
• Transport vehicles must meet road safety and hazardous material transportation standards, including relevant SANS standards and the Occupational Health and Safety Act.
• Emergency support services available 24/7 at delivery points, including trained personnel and emergency contact details.
• Compliance with chemical handling, storage, and transportation regulations, including the National Road Traffic Act and related standards.
• Provision of quality assurance documentation, including ISO 9001:2015 certification where applicable.
• Proper packaging, labeling, and documentation for all cylinders and materials.
• Implementation of safety and risk management plans, including emergency response and incident management procedures.

Skills Requirements

The skills and personnel requirements include:

• Qualified drivers holding valid Code C driver’s licenses and Professional Driving Permits (PrDP) for transporting hazardous materials.
• Personnel trained in occupational health and safety, including safe handling of chlorine gas, emergency procedures, and maintenance of safety equipment.
• Technical staff capable of operating and maintaining delivery trucks, cranes, and associated equipment.
• Staff trained in emergency response, including spill management, first aid, and evacuation procedures.
• Experience in handling industrial chemicals, specifically chlorine gas, with proven previous project references.
• Ability to provide technical training to municipal staff on safe chlorine handling and operational procedures.
• Knowledge of relevant legislation, safety standards, and environmental regulations governing hazardous materials transportation and storage.
