Objectives

The primary objective of this tender is to appoint qualified service providers for the supply, installation, and maintenance of unshielded twisted pair (UTP) cabling on an as-and-when-required basis. The contract aims to support the City of Ekurhuleni’s strategy of becoming a digital city by expanding and upgrading its network infrastructure across various sites, ensuring connectivity and supporting ongoing digital initiatives until 30 June 2029.

Scope

The scope includes:

• Supply of UTP cabling and related equipment such as patch panels, cabinets, data poles, cable trays, and accessories.
• Installation of structured cabling infrastructure at designated sites within the City.
• Maintenance, testing, and certification of installed cabling systems.
• Provision of all necessary tools, tools for installation, and documentation (including as-built drawings and reports).
• Provision of services on an as-and-when-required basis, with the possibility of multiple service providers being awarded and sharing the contract value.
• Adherence to technical standards and specifications, including compliance with relevant international standards (e.g., ANSI/TIA/EIA-568-C, ISO 11801).
• Monitoring and evaluation through service level agreements and key performance indicators (KPIs).

Technical Requirements

The technical requirements encompass:

• Use of Category 6 or higher UTP cabling, compliant with ANSI/TIA/EIA-568-C and ISO 11801 standards.
• Installation of structured cabling with proper labeling, cable management, and support systems such as cable trays and trunking.
• Provision of network cabinets, patch panels, and accessories as per site-specific specifications.
• Installation of data poles, cable trays, and other infrastructure components according to detailed technical specifications.
• Testing, certification, and documentation of all installed cabling to ensure compliance with standards.
• Provision of all tools, equipment, and materials necessary for installation and maintenance.
• Adherence to health, safety, and occupational standards, including the submission of safety plans and certificates.
• Compliance with local content requirements and submission of relevant declarations and certificates.

Skills and Skills Requirements

The tender mandates the following skills and qualifications for personnel involved:

• Technical Personnel: Qualified technicians with certification in structured or UTP cabling installation, preferably with experience in Category 6 cabling and network infrastructure.
• Experience: Demonstrated experience in installing and maintaining at least 100 network points in a UTP project, supported by reference letters.
• Staffing: A team comprising at least one technician and two assistants, all with relevant experience and certifications.
• Qualifications: Relevant certifications such as SAQA accreditation for foreign qualifications, and proof of training and skills for all personnel.
• Financial Capacity: Ability to demonstrate financial stability and capacity to execute the contract, supported by bank statements or credit confirmation.
• Health and Safety: Personnel must have appropriate health and safety training, and the contractor must submit safety plans and certificates.
• Other Skills: Ability to provide detailed documentation, reports, and test results; adherence to occupational health and safety standards; and capacity to work within specified timelines and standards.

Overall, the successful bidders must possess the technical expertise, experience, and capacity to deliver high-quality cabling infrastructure, comply with standards, and ensure safety and project management excellence throughout the contract duration.
