Objectives

The primary objective of this tender is to appoint service providers capable of providing temporary water supply through mobile water tankers within the City of Ekurhuleni. The services are required on an as-and-when basis, to ensure continuous water supply during emergencies, planned outages, or other situations necessitating temporary water delivery, until 30 June 2029.

Scope

The scope encompasses:

• Provision of mobile water tankers with a capacity of 8,000 to 12,000 liters, fitted with pumps and proper disinfection procedures.
• Delivery of potable water at designated sites within various depots across the City of Ekurhuleni, including areas such as Katlehong, Vosloorus, Germiston, Boksburg, and others.
• Operational requirements include providing own transport, labor, tools, equipment, and ensuring water quality standards are met through regular testing and tank disinfection.
• Provision of services during normal hours, after hours, weekends, and public holidays, with appropriate rates and scheduling.
• Compliance with legislative, safety, and insurance requirements, including site inspections and adherence to health and safety standards.

Technical Requirements

The technical scope involves:

• Water tankers must be roadworthy, not older than 5 years, and equipped with a pump of 75-100mm diameter capable of filling stationary tanks of various sizes.
• Tankers should have corrosion protection lining as per SANS 1217, fitted with lids, and clearly labeled “Drinking Water”.
• Disinfection procedures must be followed monthly, involving chemical treatment with chlorine and water, with water quality testing before use.
• Water supply must be available during specified hours, with after-hours rates applying outside normal hours (07:00-17:00).
• Service providers must have adequate infrastructure, including at least two tankers of each size, and experienced operators.
• Provision of water meters at designated fire hydrant points, with record-keeping of water delivered.

Skills and Skills Requirements

The skills and personnel requirements include:

• Qualified project management personnel with at least 3 years’ experience in project management.
• Skilled drivers with a minimum of 3 years’ experience, trained in operating water tankers and safety procedures.
• Personnel must possess relevant health and safety certifications, including first aid and safety training.
• Experience in providing potable water via tanker trucks, supported by references and documented previous projects.
• Ability to perform regular water quality testing and tank disinfection, with personnel trained in chemical handling and safety protocols.
• Staff must be familiar with legislative compliance, occupational health and safety standards, and environmental regulations.
