Objectives

The primary objective of this tender is to establish a panel of qualified service providers responsible for the supply, delivery, and off-loading of library books, printed information resources, e-resources, audiovisual materials, and related library media across the City of Ekurhuleni. The contract aims to ensure timely and efficient procurement and distribution of diverse library materials to support public library services from the date of award until 30 June 2029.

Scope

The scope encompasses:

• Provision of various categories of library materials including fiction, non-fiction, audiovisual, Africana, and multimedia resources.
• Supply, delivery, and off-loading of library media to multiple designated library facilities across different sub-districts within Ekurhuleni.
• Delivery of locally published books within three weeks and overseas publications within three months.
• Participation in a two-stage process: qualification and matching of library media to needs, followed by quotations and procurement based on best value.
• Implementation of a Service Level Agreement (SLA) and adherence to quality standards.

Technical Requirements

The technical specifications include:

• Availability of suitable infrastructure and resources such as Light Delivery Vehicles (LDV) or Bakkies, plant, and equipment (owned or leased).
• Provision of qualified staff, including drivers and key personnel with relevant experience and qualifications.
• Demonstration of relevant previous experience in supplying and off-loading library media, with at least 100 items successfully handled.
• Financial capacity to deliver, evidenced by bank statements or credit facilities of at least R100,000.
• Compliance with health and safety regulations, including submission of occupational health and safety plans and certificates.
• Provision of appropriate insurance coverage, including public liability and workers' compensation.
• Adherence to delivery timelines and quality standards for library materials.

Skills Requirements

The skills and qualifications required from bidders include:

• Proven experience in sourcing, delivering, and off-loading library media, with references confirming successful completion of relevant projects.
• Qualified personnel with appropriate certifications and experience in logistics, delivery, and library resource handling.
• Financial expertise to demonstrate capacity for large-scale procurement and delivery.
• Knowledge of occupational health and safety standards and ability to implement safety protocols.
• Capability to manage and operate relevant equipment and vehicles efficiently.
• Understanding of procurement policies, including compliance with municipal and national regulations.
