Objectives

The primary objective of this tender is to appoint a service provider (SP) to render armed response to electronic intruder detection alarm systems at the Still Bay proclaimed fishing harbour in the Department of Forestry, Fisheries, and the Environment. The service is required for a period of 36 months, ensuring 24-hour security coverage, including weekends and public holidays, with a response time of less than ten minutes.

Scope

• Installation, maintenance, and provision of armed response services for intruder detection alarm systems at the Stilbaai Fishing Harbour.
• Provision of security duties as authorized officers under the Control of Access to Public Premises and Vehicle Act, 53 of 1985.
• Recording incidents and events, reporting to DFFE security management, and ensuring compliance with departmental security policies.
• Deployment of qualified reaction officers, linking existing CCTV systems, and ensuring patrol response within 10 minutes.
• Maintaining accurate records of alarm system activities and providing documentation upon request.
• Adherence to relevant security standards, including SAIDSA and PSIRA registration, with a local footprint and control room within 50 km of Stilbaai Harbour.

Technical Requirements

• Valid registration with the Private Security Industry Regulatory Authority (PSIRA).
• Minimum of 5 years’ experience in similar security projects, with a proven track record in alarm response services.
• Registration with the South African Intruder Detection Services Association (SAIDSA).
• Provision of a 24-hour armed response service with a response time of less than 10 minutes, 7 days a week.
• Installation and linking of intruder detection alarm systems and CCTV monitoring to a control room.
• Accurate record-keeping of incidents, alarm activities, and maintenance logs.
• Proof of relevant certifications, including valid PSIRA registration and proof of experience.
• Local presence with a control room within 50 km of Stilbaai Harbour.
• Submission of detailed cost proposals, including installation costs, monthly expenses, and rates for personnel and services.

All proposals must comply with the specified standards and demonstrate capacity to deliver the required security services effectively and efficiently.
