Objectives of the Tender

The primary objectives of the Greater Grayville Walkability Study are to improve pedestrian infrastructure, integrate cycling lanes, connect key areas, and enhance recreational amenities within the study area. The study aims to promote sustainable transportation, increase pedestrian safety, create a sense of neighborhood identity, and encourage park-and-walk initiatives.

Scope of the Tender

The scope encompasses comprehensive planning and design services, including:

• Producing an inception report outlining project objectives, approach, and timelines.
• Assessing the current status of pedestrian and cycling infrastructure and amenities.
• Conducting needs assessments through community engagement.
• Proposing parking solutions and designing parking layouts.
• Developing a Non-Motorised Transport (NMT) network and conceptual design layouts.
• Creating detailed design drawings, including alignment plans, cross-sections, and intersection details.
• Specifying lighting, safety features, street furniture, and amenities.
• Preparing a detailed cost estimate for all elements.
• Designing an urban design plan with architectural renders and a 3D short video.
• Formulating an implementation and phasing plan for short, medium, and long-term interventions.
• Engaging stakeholders through public meetings, workshops, and surveys.
• Compiling comprehensive reports, data, and compliance documentation.

Technical Requirements

The technical requirements include:

• Multidisciplinary Team: The project team must comprise qualified professionals such as a Principal Consultant/Project Manager, Civil Engineer, Transportation Engineer, Urban Designer, GIS Specialist, Stakeholder Engagement Specialist, Quantity Surveyor, and supporting staff, each with at least 5 years of relevant experience.
• Design and Planning: Development of detailed conceptual and urban design plans, including alignment, cross-sections, lighting, street furniture, and safety features.
• Community Engagement: Active stakeholder participation through public meetings, surveys, and workshops to gather input and ensure community needs are addressed.
• Design Documentation: Preparation of comprehensive drawings, specifications, and cost estimates for all proposed infrastructure and amenities.
• Implementation Planning: Formulation of phased implementation strategies with clear timelines and costings.
• Environmental and Safety Compliance: Adherence to environmental management plans, occupational health and safety regulations, and asbestos handling procedures where applicable.
• Deliverables: Submission of reports, design layouts, 3D visualizations, stakeholder engagement materials, and final consolidated report.
• Standards and Regulations: All work must comply with relevant local standards, CIDB regulations, occupational health and safety laws, and environmental policies.
