Objectives

The primary objective of this tender is to secure services for the repair and maintenance of dredge equipment within the dredging fleet operating in Durban. The aim is to ensure the fleet's operational readiness, safety, and compliance with relevant standards over a period of three years, through a comprehensive service that includes repairs, inspections, safety management, and adherence to legal and safety regulations.

Scope

The scope encompasses the provision of maintenance, repair, inspection, and associated services for various dredge components, including:

• Gate valves (800mm and 900mm)
• Draghead, side trail pipe, sliding piece arrangement, and suction tube inlet
• Gantry repairs (trunnion, intermediate, draghead)
• Dredge pump inspection, servicing, and repairs
• Jet water pumps, gland water pumps, preheat water pumps, flushing pumps, general service pumps, sewage/vacuum pumps
• Additional work such as bow coupling repairs and unforeseen repairs
• Specific component replacements, inspections, and testing as detailed in the technical specifications

The services are to be delivered on an "as and when required" basis, with scheduled and unscheduled maintenance, during lay-up periods, and in accordance with detailed technical and safety specifications.

Technical Requirements

The technical scope includes:

• Inspection, repair, and replacement of valves, pipes, sheaves, and other critical components
• Manufacture, supply, and installation of new parts such as bushes, pins, bolts, and seals
• Welding, machining, and testing of components, including crack testing and alignment
• Inspection and repair of draghead, side trail pipe, suction tube, and related assemblies
• Maintenance of safety and legal compliance, including adherence to relevant SANS standards and occupational health and safety regulations
• Provision of detailed reports, documentation, and records of all work performed
• Implementation of safety, quality assurance, and environmental standards throughout the service delivery
• Use of approved materials and equipment, with proper handling, storage, and transportation

Skills and Competency Requirements

The tenderer must demonstrate the following skills and competencies:

• Technical Expertise: Proven experience in dredge equipment maintenance, including valve repairs, pipework, pump servicing, and structural repairs.
• Qualified Personnel: Skilled personnel including certified welders, boilermakers, fitters, riggers, and safety officers with relevant qualifications and experience.
• Project Management: Ability to plan, coordinate, and execute maintenance activities efficiently, including scheduling, resource management, and reporting.
• Safety and Compliance: Demonstrated understanding of occupational health and safety standards, legal requirements, and environmental regulations, with competent SHE (Safety, Health, Environment) management systems.
• Quality Assurance: Ability to implement quality control procedures, conduct inspections, and produce detailed documentation and reports.
• Technical Documentation: Capacity to prepare and maintain accurate records, maintenance logs, and compliance certificates.
• Communication Skills: Effective communication with Transnet personnel, including attendance at coordination meetings and reporting.
• Adaptability and Problem Solving: Ability to handle unforeseen issues, perform emergency repairs, and adapt to operational requirements.
