Objectives

The primary objective of this tender is the supply and delivery of step-out uniforms and equipment for the Safety and Security Directorate of the City of Cape Town, ensuring officers are adequately equipped to perform their duties in accordance with specified standards and specifications.

Scope

The scope encompasses the procurement, supply, and delivery of various uniform items, badges, medals, and equipment, including shirts, trousers, jackets, tunics, badges, medals, reflective jackets, and accessories. The contract duration is 36 months, with specific requirements for samples, documentation, branding, and compliance with standards. The scope also includes mandatory documentation, testing, branding, packaging, and delivery to designated locations within Cape Town.

Technical Requirements

• Compliance with relevant normative standards such as ISO/IEC 17025:2017, SANS, ISO, and EN standards.
• Specific product specifications for each uniform item, including fabric quality, design features, branding, and performance standards.
• Mandatory testing and certification for product performance, colour fastness, tensile strength, abrasion resistance, and visibility standards (e.g., EN ISO 20471).
• Samples must be submitted and approved prior to full production, with items conforming to product and performance specifications.
• Branding and customisation requirements, including logos, insignia, and badges, with letters of authorisation from manufacturers.
• Packaging, labelling, and delivery instructions, including secure packaging and documentation for each shipment.
• Adherence to occupational health and safety regulations, including submission of health and safety plans.
• Compliance with the City of Cape Town’s supply chain policies, including conflict of interest declarations and anti-corruption measures.

Skills Requirements

• Proven experience (minimum 2-4 years) in supplying and delivering uniforms and related equipment, with references and proof of past projects/contracts.
• Technical capability to produce garments meeting specified standards, including accreditation from SANAS or SABS.
• Ability to perform product testing and certification, including providing test certificates and capability reports.
• Capacity to manage sample submissions, branding, customisation, and packaging requirements.
• Knowledge of occupational health and safety regulations and ability to prepare relevant safety documentation.
• Experience in logistics, timely delivery, and packaging of uniform items to specified locations.
• Understanding of procurement policies, compliance documentation, and quality assurance processes.
