Objectives

The primary objective of this tender is to supply and deliver various trucks and LDVs equipped with aerial platforms to the City of Cape Town. The vehicles are intended for general electrical infrastructure maintenance within the city's geographical boundaries, ensuring operational efficiency, safety, and compliance with technical and safety standards.

Scope

The scope encompasses the supply, delivery, installation, testing, and commissioning of a range of vehicles including:

• LDV 4x4 with 14m aerial platform
• Small Truck 4x4 with 14m aerial platform
• Truck 4x2 with 15m aerial platform
• Truck 4x2 with 18m aerial platform
• Double Cab 4x2 with 12m aerial platform
• Single Cab 4x4 with 18m aerial platform
• Truck 4x2 with 15m aerial platform
• Truck 4x2 with 18m aerial platform
• Truck 4x4 with 18m aerial platform

The scope also includes technical assessments, installation of optional accessories, training, warranty, maintenance, and spares support within the specified geographical area.

Technical Requirements

The technical specifications cover vehicle performance, structural integrity, safety features, environmental compliance, and operational capabilities:

• Vehicles must meet specific engine power, torque, GVM, and payload requirements.
• Aerial platforms must conform to standards such as ISO, BS, EN, or equivalent, with detailed design, safety, and testing criteria.
• Load bodies must be constructed from aluminium alloys, with corrosion protection for at least 3 years in coastal environments.
• Vehicles must include safety features such as ABS brakes, power-assisted steering, emergency brakes, and reflective decals.
• Installation of aerial platforms must ensure stability, low center of gravity, and compliance with safety and operational standards.
• Environmental standards such as Euro 2 emission compliance are mandatory.
• Testing, inspection, and certification procedures must be adhered to, including pre-delivery tests and load testing by accredited inspectors.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven technical competence in manufacturing, assembling, and installing aerial platforms and vehicle modifications.
• Capability to produce vehicles that meet specified technical and safety standards, including design, structural integrity, and environmental compliance.
• Experience in installing and certifying aerial platforms according to international standards and local regulations.
• Availability of qualified personnel for installation, testing, commissioning, and ongoing maintenance support.
• Ability to provide comprehensive training to City of Cape Town staff on vehicle operation, safety protocols, and maintenance procedures.
• Established spares supply chain within South Africa, with adequate stockholding and quick turnaround times for repairs and replacements.
• Capacity to establish or demonstrate access to accredited workshops within the city for support, repairs, and maintenance within 90 days of contract commencement.
