Objectives

The primary objective of this tender is to appoint an Approved Inspection Authority (AIA) to provide services related to modifications, repairs, and new build of tank wagons/vessels, tank containers, and pressure equipment for unfired pressure vessels within the manufacturing business. The appointed AIA will ensure compliance with safety, quality, and regulatory standards over a period of five (5) years.

Scope

The scope encompasses:

• Inspection, verification, and witnessing of modifications, repairs, and new builds of tank wagons, vessels, and containers across various locations including Germiston, Sasolburg, and Trichardt.
• Technical verification of design, materials, welding, and structural integrity.
• Material verification at suppliers, including transfer of heat and cast numbers.
• Inspection and witnessing of non-destructive testing, hydrostatic pressure tests, and other pressure equipment assessments.
• Recertification, final inspections, report writing, and issuing of certificates of compliance.
• Additional scope for specific fleets (e.g., X-fleet) as per recommendations, including internal and external inspections, hydrostatic testing, and weld verification.
• Services across multiple locations and for various clients such as Transnet and Sasol, with specific quantities and frequency per year.

Technical Requirements

The technical requirements include:

• Compliance with Transnet Engineering Technical Specification PD_PEW_NAT_SPEC_1035, with sign-off on each page.
• Provision of valid SANAS accreditation for design, manufacturing verification, and inspection services (ISO/IEC 17020, SANS 10227).
• Good standing with the Department of Labour, including health and safety plans for working at heights, confined spaces, and pressure equipment.
• Adherence to safety, health, and environmental standards, including medicals for personnel.
• Provision of detailed reports, certificates, and documentation for all inspections and verifications.
• Ability to perform material verification, weld inspections, non-destructive testing, and hydrostatic pressure tests as specified.
• Availability of qualified personnel, including welders and inspectors, with appropriate performance qualification records (WPQR, PQR, WPS).
• Travel and logistics arrangements for inspections at various depots and supplier sites.

Skills Requirements

The skills and qualifications required for tender submission include:

• Certified inspectors and engineers with SANAS accreditation and relevant technical expertise in pressure equipment, welding, and non-destructive testing.
• Qualified welders and operators with valid WPQR, PQR, and WPS documentation.
• Personnel experienced in material verification, dimensional inspection, and pressure testing.
• Health and safety trained personnel, capable of developing and implementing safety plans.
• Report writing and documentation skills for inspection reports, certificates, and technical evaluations.
• Logistics and travel planning capabilities to support site visits and inspections across multiple locations.
• Understanding of relevant standards such as ISO/IEC 17020, SANS 10227, and compliance with Transnet specifications.
