Objectives

The primary objective of this tender is to assess the available new energy vehicle (NEV) offerings in the market to support the City of Cape Town's fleet transition. The City aims to gather comprehensive, evidence-based industry insights into viable NEV options, supporting infrastructure, and delivery models to inform a realistic business case for moving away from internal combustion engines (ICE). The goal is to identify solutions that can reduce emissions, improve operational efficiency, and enhance long-term resilience of the fleet.

Scope

The scope includes collecting detailed information from suppliers, manufacturers, technology providers, and service partners on:

• Available NEV platforms suitable for various fleet categories used by the City.
• Operational performance and suitability of NEVs across different use cases such as inspections, field operations, logistics, and scheduled transport.
• Supporting infrastructure requirements, including charging and refueling solutions.
• Maintenance, lifecycle support, and training approaches.
• Business and delivery models compliant with MFMA regulations, including public-private partnerships and other arrangements.

Technical Requirements

The technical requirements focus on ensuring NEV solutions meet operational needs and comply with standards:

• Technologies must be legally operable in South Africa or adhere to international standards.
• Descriptions of how NEVs perform in variable daily duty cycles, including load capacity, endurance, and durability.
• For buses and larger vehicles, ability to accommodate continuous daily use and specific duty cycles.
• Charging infrastructure specifications, including rated output power, charger levels (Level 1-4), voltage, connection types (e.g., CHAdeMO, NACS), and compliance with local requirements.
• Infrastructure dependencies, third-party arrangements, and any exclusive deployment requirements.
• Maintenance regimes, turnaround times, parts availability, and warranty conditions, with clarity on OEM or third-party servicing.

Skills Requirements

Respondents must demonstrate:

• Expertise in NEV technologies, including electric, hybrid, renewable gas, and hydrogen systems.
• Experience with deploying and supporting NEV solutions in municipal or similar operational environments.
• Capability to provide detailed operational data, deployment evidence, and real-world performance metrics.
• Knowledge of infrastructure deployment, integration with city systems, and compliance with safety and occupational health standards (e.g., 10142 standards, OHS Act).
• Ability to outline maintenance, lifecycle support, and training strategies based on proven models.
• Experience in developing business and delivery models aligned with MFMA regulations, including risk management and contractual responsibilities.
