Objectives

The primary objective of this tender is to assess interest, capacity, and service offerings related to the design, accreditation, and implementation of a Bachelor of Municipal Policing (BMP) qualification. This includes supporting the registration of the Public Safety Training College as a recognized Higher Education Institution, ensuring the qualification aligns with national standards, and facilitating the development of a comprehensive programme that meets regulatory requirements.

Scope

The scope encompasses:

• Design and development of a Bachelor of Municipal Policing qualification aligned with NQF, industry, and policing standards.
• Development of learning materials, assessment frameworks, and work-integrated learning components.
• Support for accreditation processes with bodies such as CHE, SAQA, and DHET, including documentation preparation and quality assurance systems.
• Programme rollout planning, including academic staffing, student intake, and delivery systems (contact, hybrid, online).
• Advisory services for registering the training college as a Higher Education Institution, including policies and governance frameworks.
• Preparation of project timelines, milestones, and key deliverables.
• Research on emerging technologies and market offerings to support future needs.

Technical Requirements

The technical requirements include:

• Curriculum design compliant with NQF and policing standards.
• Development of assessment and learning materials.
• End-to-end accreditation support, including submission of documentation and quality assurance.
• Implementation strategies covering programme delivery modes and staffing models.
• Institutional registration support with relevant regulatory bodies.
• Provision of proof of concept or demonstrations as requested.
• Research and analysis of current market products and emerging technologies.
