Objectives

The primary objective of this tender is for Cape Nature to engage a registered professional security company to provide comprehensive 24-hour security guarding services at the Tweede Tol Campsite within Limietberg Nature Reserve. The services aim to ensure the safety and security of the reserve’s infrastructure, visitors, and assets through continuous patrols, access control, and emergency response.

Scope

The scope includes:

• Provision of security guarding services at the Tweede Tol Campsite, operating 24/7 from 01 August 2026 to 31 July 2028.
• Monitoring of entry and exit points, patrolling the campsite, main gate, and infrastructure.
• Control of public access, enforcement of rules, and confiscation of prohibited substances.
• Overnight gate services, including locking and unlocking gates, and ensuring security personnel presence before shifts.
• Incident reporting, emergency response, and maintaining communication with Cape Nature.
• Provision of non-lethal armed security guards, equipped with appropriate tools and uniforms.
• Compliance with health, safety, and legal requirements, including PSIRA registration and public liability insurance.

Technical Requirements

The technical specifications for the service provider include:

• Proof of registration with the Private Security Regulatory Authority (PSIRA).
• Registration with the National Bargaining Council for the Private Security Sector (NBCPSS).
• Provision of sufficient trained guards capable of performing patrols, access control, and emergency actions.
• Guards must be fluent in at least two of the three official languages.
• Guards must carry cell phones on Vodacom network, with operational communication devices and WhatsApp group participation.
• Guards to wear neat uniforms with ID cards and reflective BIBs displaying the security company's logo.
• Provision of necessary equipment such as non-lethal weapons, torches, handcuffs, and PPE.
• Participation in training sessions provided by Cape Nature and adherence to a code of conduct.
• Implementation of security protocols, incident registers, and emergency procedures.

Skills Requirements

The skills required for personnel include:

• Competence in security operations, patrols, and access control.
• Ability to handle conflict situations and high-risk scenarios professionally.
• Good communication skills, including fluency in at least two official languages.
• Capability to operate communication devices and maintain accurate incident logs.
• Understanding of health and safety regulations and emergency response procedures.
• Adherence to Cape Nature’s code of conduct and visitor service standards.
