Objectives

The primary goal of this tender is to construct the Nyaka - Makhanya Access Road in Ward 21 of Umzimkhulu Municipality, utilizing labour-intensive methods aligned with the Expanded Public Works Programme (EPWP). The project aims to deliver accessible, all-weather roads that improve community connectivity, while promoting local employment, enterprise development, and infrastructure quality.

Scope

The scope includes the construction of approximately 3.9 km of gravel access roads, two stormwater causeways, culverts, and ancillary works such as erosion protection, signage, and earthworks. The project also involves relocating existing services, stormwater management, and implementing environmental and safety measures. The design incorporates typical cross-sections, stormwater drainage, culverts, and earthworks, with detailed drawings provided for construction and as-built records.

• Road construction: gravel layers, subbase, wearing course
• Stormwater infrastructure: culverts, causeways, drains
• Earthworks: cut, fill, spoil management
• Environmental & safety compliance: erosion control, pollution prevention
• Community and targeted enterprise participation: employment, training, and development

Technical Requirements

• Construction in accordance with COLTO standards, SANS 1200 specifications, and project-specific standards.
• Use of approved materials: G6, G7 gravel, culverts, and earthworks materials sourced locally or from approved suppliers.
• Labour-intensive construction methods for specified activities, including manual excavation, backfilling, and earthworks.
• Implementation of environmental management plans, pollution control, erosion mitigation, and safety protocols.
• Provision of site facilities: offices, laboratories, safety signage, and PPE.
• Adherence to traffic management, safety signage, and public safety regulations during construction.
• Monitoring and reporting on progress, safety, environmental compliance, and targeted enterprise development.

Skills and Skills Requirements

• Construction management: site setup, planning, scheduling, supervision, and quality control.
• Technical skills: earthworks, drainage, culvert installation, stormwater management, and road surfacing.
• Labour management: employment, training, supervision, and safety compliance, including the appointment of a Community Liaison Officer.
• Environmental and safety management: implementation of environmental plans, pollution control, safety protocols, and incident reporting.
• Targeted enterprise development: engagement, mentoring, and monitoring of Targeted Enterprises registered with CIDB (grades 1CE to 3CE, Potentially Emerging).
• Financial management: cost control, procurement, invoicing, and reporting.
• Community engagement: liaison with local communities, labour recruitment, and participation in EPWP activities.
• Training and capacity building: technical, entrepreneurial, safety, and environmental training for targeted enterprises and workers.
