Objectives

The primary objective of this tender is to construct the Lusizini Extension Access Road in Ward 19 of Umzimkhulu Municipality, with a focus on delivering public infrastructure using labour-intensive methods aligned with EPWP guidelines. The project aims to provide all-weather access to the Lusizini community, improve stormwater infrastructure, and promote local employment and enterprise development.

Scope

The scope includes the construction of approximately 4.072 km of gravel roads, stormwater drainage, erosion protection, fencing, gates, signage, and ancillary works. It involves standard and project-specific specifications, site investigations, environmental management, and the use of labour-intensive construction methods where feasible. The scope also covers the supply and installation of culverts, kerbing, guardrails, signage, and other related infrastructure as detailed in the drawings and specifications.

Technical Requirements

• Adherence to COLTO Standard Specifications (1998) and other referenced standards (SANS, BS).
• Compliance with the General Conditions of Contract (GCC 2015) and specific contract data.
• Implementation of a comprehensive Health and Safety Plan, including appointment of safety personnel, risk assessments, and safety training.
• Environmental management and mitigation measures as per the Environmental Management Plan.
• Labour-intensive construction methods for specified activities, with employment of local labour and targeted enterprise development.
• Proper setting out, supervision, quality control, and testing of materials and workmanship.
• Traffic accommodation, signage, and safety measures during construction, including deviations and night-time controls.
• Provision of site offices, laboratories, and facilities for the Employer’s Agent and safety personnel.
• Implementation of EPWP requirements, including training, employment reporting, and branding.

Skills Requirements

• Proficiency in construction planning, setting out, and site management.
• Knowledge of standard and project-specific specifications, quality control, and testing procedures.
• Experience in labour-intensive construction techniques and management of local labour and targeted enterprises.
• Ability to develop and implement environmental and safety management plans.
• Skills in traffic management, signage, and safety compliance.
• Financial management skills, including cost control, procurement, and reporting.
• Capacity to train and mentor targeted enterprise subcontractors and EPWP workers.
• Knowledge of legislative requirements related to health and safety, environmental management, and labour laws.
• Experience in community liaison, stakeholder engagement, and employment creation reporting.
