Objectives

The primary objective of this tender is to upgrade and refurbish the existing NHLS laboratory at Evander Hospital in Mpumalanga to meet safety, operational, and technical standards. The project aims to improve laboratory infrastructure, safety, and functionality to support diagnostic services, research, and training activities.

Scope

The scope includes comprehensive refurbishment of the existing laboratory building, including demolition, structural repairs, installation of new finishes, electrical and mechanical systems, plumbing, glazing, and associated works. It covers all aspects necessary to deliver a fully functional, compliant, and modern laboratory facility, including external boundary walls, internal partitions, ceilings, flooring, doors, windows, and related services.

The scope also involves site preparation, compliance with safety and building standards, and coordination with existing hospital operations. The project extends to the installation of HVAC, electrical, electronic, plumbing, and fire protection systems, as well as finishing works such as painting, tiling, and signage.

Technical Requirements

• Construction in accordance with the JBCC Series 2000 Principal Building Agreement and relevant standards.
• Compliance with all applicable South African legislation, including Occupational Health and Safety Act, SANS standards, and building codes.
• Structural works including reinforced concrete foundations, brickwork, and masonry as specified.
• Installation of insulated ducting, HVAC systems, and ventilation in accordance with SMACNA standards.
• Electrical systems including power, lighting, and electronic systems, with specified capacity and standards.
• Plumbing systems with UPVC, copper, and polypropylene pipes, including sanitary fittings, waste systems, and water supply.
• Interior finishes including tiling, plastering, painting, ceiling systems, and joinery, meeting specified standards.
• Installation of glazing, doors, and ironmongery as per specifications.
• Fire protection, signage, and security systems as specified.
• All works to be executed with quality assurance, including testing, inspection, and certification where applicable.

Skills Requirements

• Qualified project management and site supervision personnel with experience in hospital or laboratory refurbishments.
• Registered engineers (civil, structural, electrical, mechanical) with SACPCMP/ECSA registration.
• Skilled tradespersons including bricklayers, carpenters, plumbers, electricians, HVAC technicians, and finishers.
• Certified specialists for electrical, plumbing, and mechanical installations, including trade test certificates and relevant licenses.
• Experience in working within regulated environments, adhering to safety standards and quality control procedures.
• Capability to coordinate multidisciplinary teams and subcontractors effectively.
• Ability to provide documentation such as test certificates, compliance certificates, and as-built drawings.
