Objectives

The primary objective of this tender is to upgrade Franklin Roads in Ward 2, including comprehensive roadworks, drainage, traffic management, and related infrastructure improvements. The project aims to enhance road safety, traffic flow, and overall infrastructure quality in the specified area.

Scope

The scope of work encompasses a wide range of activities, including:

• Environmental management and compliance monitoring
• Implementation of health and safety measures
• Property adjacency management and mitigation measures
• Site establishment and general obligations
• Traffic accommodation and management, including temporary facilities and signage
• Clearing, grubbing, and removal of unsuitable materials
• Roadbed construction, stabilization, and filling
• Construction of pavements, kerbing, and drainage systems (including culverts, drains, and manholes)
• Installation of road restraint systems and finishing works
• Testing, inspection, and quality assurance of materials and workmanship
• Small contractor development and targeted enterprise management

The project covers all activities necessary for the complete upgrade of Franklin Roads, including earthworks, drainage, paving, traffic management, and ancillary works as detailed in the Bill of Quantities and technical specifications.

Technical Requirements

The technical requirements include:

• Environmental compliance monitoring and reporting
• Implementation of health and safety plans, including independent safety oversight
• Mitigation measures for work adjacent to properties
• Site establishment with specified personnel and operational facilities
• Traffic accommodation measures such as delineators, flagmen, illuminated signs, and additional facilities as ordered
• Earthworks involving clearing, grubbing, and removal of large trees/stumps
• Construction of drainage systems including subsoil drains, culverts, and associated structures
• Pavement construction with specified materials, stabilization, and compaction standards
• Installation of concrete kerbing, channeling, and asphalt layers
• Installation of gabion systems and road restraint systems
• Finishing, landscaping, and road marking
• Testing and quality assurance of materials and workmanship as per specified standards
