Objectives

The primary objective of this tender is to upgrade and refurbish the Pienaarsriver Sewer Pump Station (Ward 8) to improve sanitation infrastructure, reduce waterborne disease risks, prevent groundwater contamination, and ensure compliance with environmental and safety standards. The project aims to enhance operational efficiency, incorporate labour-intensive construction methods where feasible, and promote local employment and community participation in line with EPWP principles.

Scope

The scope of work includes:

• Site establishment, clearing, and disposal of solid waste.
• Refurbishment of the existing pump station, including waterproofing, painting, and fixing handrails.
• Construction of a new operator’s facility (approx. 92 m²) with electrical and plumbing fittings.
• Construction of a guardhouse (approx. 25 m²) with access gate, kitchenette, and toilets.
• Extension and refurbishment of security fencing (approx. 240 m).
• Paved access road (approx. 200 m) with associated drainage, culverts, and signage.
• Weed clearing, desludging, and disposal of sludge from wastewater ponds and channels.
• Installation of ultrasonic level and flow transmitters, dam liners, and reinforcement of pond embankments.
• Replacement and installation of sewer transfer pumps (including centrifugal and grinder pumps), pipework, valves, and electrical controls.
• Provision of backup power systems (generator, switchgear), floodlights, and security fencing (palisade & electric fence).
• Refurbishment of civil structures, including walls, foundations, and access ladders.
• Implementation of environmental management, health and safety measures, and community liaison activities.

Technical Requirements

The project must adhere to:

• South African National Standards (SANS 1200 series) specifications for earthworks, concrete, steelwork, piping, and finishes.
• Construction Industry Development Board (CIDB) Grade 7CE or higher registration.
• Environmental compliance as per the Environmental Management Plan and Record of Decision.
• Occupational Health and Safety regulations, including a comprehensive H&S plan, Covid-19 protocols, and safety management systems.
• Labour-intensive construction methods for specified portions, employing local labour and targeted community participation.
• Proper management of existing services, traffic accommodation, and site safety measures.
• Provision of quality control, testing, and as-built documentation.
• Effective project management, scheduling, and coordination with other contractors and authorities.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in civil, mechanical, and electrical construction of sewer pump stations and wastewater infrastructure.
• Qualified key personnel including:
• Contracts Manager with relevant construction experience and NQF Level 6 qualification.
• Site Agent with NQF Level 6 qualification and relevant experience.
• Site Foreman with NQF Level 4 qualification and experience in labour-intensive works.
• Qualified Safety Officer with NQF Level 6 in Health and Safety and relevant experience.
• Designated personnel for environmental management, quality assurance, and project supervision.
• Capability to execute labour-intensive construction methods, employing local community members and targeted labour categories.
• Ability to manage environmental, health, and safety compliance effectively.
• Capacity to supply and install specified plant, equipment, and civil structures according to standards.
• Experience in project scheduling, cost control, and community liaison activities.
• Demonstrated financial stability, CIDB registration, and compliance with all legal and regulatory requirements.
