Tender Summary

Objectives

The primary objective of this tender is to upgrade the existing Klapmuts Refuse Transfer Station. The project aims to modernise waste handling infrastructure, improve operational efficiency, and ensure the facility meets current municipal, environmental, and safety standards.

Scope of Work

The scope covers civil and construction-related upgrades to the refuse transfer station. While detailed engineering specifications, drawings, and bill of quantities are contained within the official tender package, the work typically involves structural modifications, site levelling, drainage improvements, and installation or enhancement of waste compaction and transfer equipment. All deliverables must comply with the municipality's technical standards and supply chain management policies.

Technical Requirements

  • CIDB Contractor Grading: Tenderers must hold a minimum Construction Industry Development Board grading of 5CE or higher.
  • Official Documentation: Bids must be prepared and submitted exclusively using the tender documentation issued by the employer. Deviations from the prescribed format will result in rejection.
  • Submission Protocols: Tenders must be correctly sealed, addressed, and physically delivered before the closing time. Emailed, digitally transmitted, or late submissions will not be accepted.
  • Pre-Bid Session: Attendance at a compulsory clarification meeting at the project site is mandatory to clarify technical expectations and procedural requirements.
  • Eligibility Compliance: Additional eligibility criteria will be stipulated within the tender document and must be fully satisfied prior to bid submission.

Skills Requirements

While not explicitly itemised in the notice, the required CIDB 5CE grading mandates that contractors demonstrate proven capability in civil engineering and construction execution. This implies the need for a qualified project team comprising certified civil engineers, site agents, quantity surveyors, health and safety practitioners, and skilled artisans. Contractors must also possess administrative competence to manage municipal compliance, environmental reporting, quality assurance, and programme scheduling specific to waste management infrastructure projects.

Explanation of Key Terms

  • CIDB Grading 5CE: A South African industry classification for contractors registered in Civil Engineering. Grade 5 certifies the ability to execute medium-complexity projects within a defined financial threshold, confirming adequate technical resources, experience, and quality management systems.
  • Non-Refundable Tender Deposit: A fixed administrative fee required to access the tender package. This amount is retained by the municipality and is not credited toward any future contract value.
  • Compulsory Clarification Meeting: A mandatory pre-submission session where the employer outlines project expectations, addresses bidder queries, and clarifies evaluation criteria. Absence may hinder accurate bid preparation or affect compliance standing.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
