Objectives

The primary objective of this tender is to refurbish the Vuwani Wastewater Treatment Works (WWTW) to meet specified standards and operational requirements. The project aims to improve infrastructure, ensure environmental compliance, and promote community participation through labour-intensive methods, providing workplace training opportunities and socio-economic benefits.

Scope

The scope includes the complete refurbishment of the Vuwani Wastewater Treatment Works, covering inlet works, ponds, chlorination systems, water quality monitoring, electrical and mechanical installations, fencing, site infrastructure, and associated site works. It involves demolition, earthworks, construction of reinforced concrete structures, installation of geosynthetic lining, piping, electrical systems, and safety measures, all executed in accordance with specified standards and drawings.

Technical Requirements

• Construction of inlet works, ponds, and associated structures with specified concrete strengths and lining systems.
• Installation of geosynthetic lining (HDPE geomembrane) with jointing, anchoring, and quality testing per standards.
• Mechanical works including replacement of RBC rotors, gearboxes, pumps, and associated equipment, complying with relevant standards.
• Electrical systems including MCC, VSDs, control panels, wiring, and instrumentation, designed for durability and compliance.
• Water supply, drainage, fencing, and site infrastructure as per drawings and specifications.
• Implementation of health, safety, and environmental management measures in line with legislation and standards.
• Provision for site security, safety signage, and emergency procedures.
• Adherence to environmental mitigation measures, including waste management, soil protection, and protection of water bodies and archaeological sites.
• Quality assurance through testing, inspection, and certification of materials and workmanship.

Skills Requirements

• Management and supervisory staff with qualifications at NQF Level 4 or 5 in civil engineering, construction supervision, or related fields, with experience in labour-intensive construction methods.
• Skilled and semi-skilled workers trained in earthworks, bricklaying, pipe installation, lining, and safety procedures.
• Qualified health & safety officers with experience in construction safety management, hazard identification, risk assessments, and emergency response planning.
• Qualified electrical and mechanical engineers and technicians for installation, testing, and commissioning of electrical and mechanical systems.
• Community liaison officers and safety representatives trained in occupational health and safety, environmental management, and community engagement.
• Qualified surveyors and inspectors for setting out, monitoring, and quality control.
• Environmental officers responsible for compliance with environmental legislation, mitigation measures, and reporting.
