Objectives

The primary objective of this tender is to facilitate the closure of the Wyebank Garden Waste Site, Phase 1, ensuring environmental compliance, safety, and efficient project execution. The project aims to implement infrastructure works including fencing, drainage, site rehabilitation, and ancillary structures, with a focus on developing targeted enterprises and adhering to environmental and safety standards.

Scope

The scope of work encompasses:

• Installation of fencing and drainage infrastructure at Wyebank site.
• Conversion of existing soakaway septic tank to a conservancy tank and minor rehabilitation.
• Construction of a weighbridge and associated office/guardhouse structures.
• Site clearing, alien vegetation removal, and general site rehabilitation.
• Provision of signage, landscaping, and community noticeboards.
• Relocation and protection of existing services including watermains, electrical cables, and stormwater systems.
• Implementation of environmental management and safety measures.
• Compliance with targeted enterprise development and local employment policies.

Technical Requirements

The technical scope includes:

• Construction of fencing, gates, and security infrastructure as per drawings.
• Earthworks including excavation, backfilling, and soil poisoning where necessary.
• Concrete works for foundations, drainage, and structures, with specified mix strengths.
• Installation of stormwater drainage, culverts, and associated earthworks.
• Provision of waterproofing, roofing, carpentry, and joinery as per specifications.
• Installation of electrical and plumbing systems, including street lighting and water supply.
• Environmental management, including protection of existing vegetation and watercourses.
• Implementation of occupational health and safety measures, including safety plans and site security.
• Testing, inspection, and certification of materials and completed works.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in similar civil and infrastructure projects, particularly site closure and rehabilitation works.
• Qualified personnel including project managers, site agents, foremen, and technical specialists with relevant experience and certifications.
• Capability to undertake earthworks, concrete, drainage, fencing, and structural works as specified.
• Ability to manage environmental and safety compliance, including preparation of health and safety plans and environmental management plans.
• Capacity to coordinate with service authorities for the relocation and protection of existing utilities.
• Experience in working within the regulatory framework of municipal, environmental, and occupational health and safety standards.
• Demonstrated capacity to develop and adhere to project programmes, quality control procedures, and environmental management plans.
