Objectives

The primary objective of this tender is to appoint a qualified service provider responsible for watering municipal gardens and newly planted trees within the Mossel Bay Municipal Area. The service aims to ensure the health and maintenance of urban greenery over a three-year period, from 1 July 2026 to 30 June 2029, supporting municipal beautification and environmental sustainability initiatives.

Scope

The scope includes:

• Watering municipal gardens and newly planted trees across specified areas, including Dana Bay to Hartenbos (excluding Boggoms Bay and Herbertsdale) and Little Brak River to Glentana (excluding Friemersheim, Ruiterbos, and Brandwag).
• Provision of water delivery, equipment, personnel, and related services to meet the daily watering requirements.
• Adherence to specified watering frequencies, quantities, and quality standards, including weed removal, reporting of dead or damaged trees, and maintaining watering registers.
• Participation in site meetings, compliance with technical and safety standards, and flexibility to respond to ad hoc watering requests.

Technical Requirements

The technical requirements include:

• Use of water tanks with pumps and hoses, mounted on suitable vehicles (truck or vehicle and trailer), capable of watering at least 1,000 liters per tank.
• Minimum of 300 trees to be watered daily, each receiving between 20 to 50 liters depending on size.
• Preparation of sand rings (approximately 800mm wide x 200mm deep) around each tree, weed removal within the ring, and reporting of any dead or damaged trees.
• Application of organic fertilizer when necessary, supplied by the municipality.
• Maintenance of daily watering registers, submitted weekly to municipal officials.
• Compliance with weather conditions, avoiding watering on rainy days, and adjusting schedules based on rainfall reports.
• Provision of personnel including a driver and general worker, along with PPE and tools.
• Delivery of water from designated municipal water points or tanks, with flexibility for ad hoc requests.

Skills Requirements

The successful bidder must demonstrate:

• Experience in urban horticultural maintenance, specifically watering and caring for trees and gardens.
• Capability to operate water delivery equipment and vehicles in compliance with safety standards.
• Ability to monitor and record watering activities accurately, including maintaining registers and reports.
• Knowledge of organic fertilization practices and plant health management.
• Availability to respond promptly to scheduled and emergency watering requests, including adherence to weather-related restrictions.
• Qualified personnel with appropriate PPE, tools, and training to perform the work efficiently and safely.
