Objectives

The primary objective of this tender is to procure cleaning services for Bruntville Community Health Centre (CHC) for a period of six (6) months. The service aims to ensure the cleanliness, hygiene, and infection control standards within the facility are maintained according to specified standards and regulations.

Scope

The scope includes:

• Provision of cleaning services for all designated areas within Bruntville CHC, including offices, clinical areas, toilets, verandas, waiting areas, and other specified spaces.
• Cleaning to be performed daily, with specific tasks such as sweeping, mopping, dusting, disinfecting, and waste removal.
• Adherence to infection prevention protocols, including cleaning of high-touch surfaces, toilets, and clinical areas.
• Provision and supply of cleaning machinery, equipment, chemicals, detergents, and consumables.
• Deployment of trained staff with appropriate uniforms and protective gear.
• Compliance with health and safety regulations, infection control standards, and national standards (SABS approved).

Technical Requirements

The technical requirements include:

• Cleaning of all specified areas in accordance with detailed specifications, including frequency and methods (e.g., damp dusting, deep cleaning, sterilization).
• Use of approved cleaning chemicals and equipment, including vacuum cleaners, floor polishers, scrubbing machines, and other machinery as specified.
• Adherence to infection prevention and control protocols, including cleaning schedules for toilets, wards, and other clinical spaces.
• Provision of trained personnel with experience in cleaning services, including supervisors or team leaders with at least three years of relevant experience.
• Provision of uniforms, protective clothing, and safety gear for staff.
• Implementation of a service level agreement covering staff deployment, supervision, and quality assurance.
• Compliance with the specified working hours: day and night shifts, including weekends and public holidays as per the contract.

Skills Requirements

The skills and qualifications required from bidders include:

• Experience in providing cleaning services within healthcare or similar environments, with verifiable references.
• Knowledge of infection control protocols and health and safety regulations.
• Ability to operate and maintain cleaning machinery and equipment as specified.
• Trained staff with proper understanding of cleaning procedures, use of chemicals, and safety measures.
• Capability to manage and supervise cleaning staff effectively, ensuring compliance with standards and schedules.
• Provision of a detailed financial plan demonstrating capacity to finance the project and sustain staffing and supplies throughout the contract period.
• Compliance with local employment policies, including appointing at least 80% of workers from the local municipality.
