Objectives

The primary objective of this tender is to secure the supply, installation, and maintenance of penstocks for the City of Cape Town, ensuring reliable water control infrastructure over a contract period of 60 months. The project aims to enhance water management capabilities, ensure operational safety, and promote sustainable infrastructure development aligned with municipal water and sanitation needs.

Scope

The scope encompasses the comprehensive provision of penstocks, including:

• Supply of various types and sizes of penstocks and spare parts, including stainless steel and other materials suitable for water and sewage environments.
• Installation of penstocks with appropriate fixing methods (embedding in concrete or anchoring bolts).
• Refurbishment and maintenance of existing penstocks, including seal replacement, cleaning, and testing.
• Provision of electrical actuators, control systems, and manual override mechanisms.
• Supply of plant, tools, and equipment necessary for installation, testing, and commissioning.
• Implementation of environmental management, health and safety, and quality control procedures.
• Training of operational staff and preparation of operation and maintenance manuals.

The scope also includes compliance with environmental, safety, and quality standards, as well as the management of site activities to minimize environmental impact and ensure safety.

Technical Requirements

The technical specifications specify that penstocks must:

• Be designed for a minimum operating life of 15 years with full hydraulic sealing and adjustable features for maintenance.
• Include materials such as SS304, SS316, LDX, or equivalent, with appropriate corrosion protection.
• Feature robust construction with provisions for manual and power operation, manual override, and manual and automatic control systems.
• Be tested for leakage under maximum pressure, with leakage rates within specified limits.
• Be supplied with detailed operation and maintenance manuals, including quality control and inspection procedures.
• Be installed using approved fixing methods (embedding or anchoring), with proper grouting and alignment.
• Include provisions for seal replacement, refurbishment, and spare parts supply.

Environmental and safety standards must be adhered to throughout installation, refurbishment, and maintenance activities, with strict control of site conditions, waste management, and pollution prevention measures.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in the supply, installation, and maintenance of penstocks or similar hydraulic control equipment over the last 10 years, with references to relevant projects.
• Technical competence in welding procedures, including certification (AWS, ASME, ISO, EN, SABS), and experience with materials such as SS304, SS316, or LDX.
• Qualified personnel, including registered professional technicians (ECSA), welders, boiler makers, and technical specialists, with a minimum of 3 years post-qualification experience.
• Capability to provide and install electrical actuators, control systems, and manual override mechanisms, with relevant technical certifications.
• Ability to undertake refurbishment, leak testing, and quality control inspections, supported by documented procedures and previous project experience.
• Competence in environmental management, health and safety compliance, and quality assurance, with personnel trained and certified accordingly.
• Availability of skilled personnel for site installation, testing, commissioning, and staff training, with appropriate CVs and certifications.

The tenderer must also demonstrate organizational capacity, including equipment, plant, and logistical arrangements, to meet project timelines and quality standards.
