Objectives

The primary objective of this tender is to supply, deliver, and maintain sampling data loggers for the City of Cape Town. The aim is to ensure the provision of reliable environmental data collection tools, supporting environmental monitoring and management efforts within the city.

Scope

The scope includes:

• Supply of specialised sampling data loggers, including configuration and training.
• Delivery of the equipment to designated sites within the City of Cape Town.
• Maintenance and support services for the duration of the contract (36 months).
• Configuration of software and potential customization based on City requirements.
• Provision of training and certification for operational personnel.

The contract period is 36 months from the commencement date, with options for configuration updates and support during this period.

Technical Requirements

The technical specifications for the sampling data loggers include:

• The loggers must be ISO 9001 certified and be the latest model in production.
• Functionality must include GPS coordinates, sample counts, and measurements such as Electrical Conductivity, Temperature, Dissolved Oxygen, Salinity, Chlorine, and Water Transparency.
• Data must be uploadable via wireless networks (4G/5G) and compatible with the City’s Laboratory Information Management System (LIMS).
• Operational performance must support at least 8 hours of continuous operation.
• Durability features such as shock resistance, water resistance, and ease of handling are required.
• Support for calibration, field data entry, and offline data storage.

Skills and Skills Requirements

The tenderer must demonstrate:

• Manufacturing or authorized distribution of the specified sampling data loggers.
• Proven experience in deploying environmental monitoring equipment and configuring related software.
• Capability to provide ongoing maintenance, support, and software customization services.
• Qualified personnel with technical expertise in environmental data collection devices, wireless communication, and software integration.
• Ability to train City personnel and provide certification of competency upon completion.
• Compliance with ISO 9001 or equivalent quality management standards.
• Experience in working with government or municipal clients and understanding of environmental data standards.
