Objectives

The primary objectives of this tender are to appoint a qualified service provider to perform grass cutting, litter picking, and vegetation management in designated municipal areas. The services aim to ensure the maintenance of verges, parks, open spaces, road reserves, sidewalks, traffic islands, stormwater servitudes, and private stands, with a focus on safety, environmental responsibility, and minimal disruption to the public.

Scope

The scope of work includes:

• Vegetation management in areas such as road verges (municipal, provincial, national), traffic islands, parks, open spaces, stormwater channels, floodplains, vacant municipal land, and authorized private stands.
• Grass cutting, edge trimming, and debris removal to maintain specified standards.
• Waste disposal at registered landfill sites with receipts.
• Maintenance of traffic sightlines and stormwater flow.
• Work on private stands only with written municipal authorization.

Technical Requirements

The contractor must adhere to the following technical standards:

• Maintain grass at an average height of 30–50 mm unless specified otherwise.
• Edge trimming along curbs, pathways, fences, and flower beds.
• Ensure grass does not obstruct traffic sightlines or stormwater flow.
• Remove fallen branches and debris on the same day.
• Keep verifiable disposal receipts for all waste.
• Use only manufacturer-approved cutting heads/blades; unapproved metal blades are prohibited.
• Follow prescribed cutting cycles, with specific frequencies per season.
• Implement traffic management plans and safety measures during operations.

Skills Requirements

The contractor's team must include:

• Fully trained operators for all machinery.
• Labourers equipped with PPE compliant with OHSA and EPWP standards.
• Safety representatives and first aiders.
• Qualified site supervisors for on-site quality control.

Minimum PPE includes high-visibility vests or overalls, steel-toe safety boots, gloves, ear and eye protection, face shields, shin guards, hard hats, and long-sleeved clothing with reflective strips.

Additional Skills & Equipment Requirements

• Provision of equipment such as brush cutters, slashers, hand tools, blowers, fuel, and consumables.
• Transport vehicles (bakkie + trailer), safety signage, traffic cones, and amber vehicle lights.
• Maintenance of equipment service history and compliance certificates.
• Compliance with health, safety, and environmental policies, including risk assessments, traffic management, and waste disposal.
