Objectives

The primary objective of this tender is to establish a 12-month maintenance contract for the service, repair, and maintenance of steam leaks within the laundry facility at Regional Laundry Cato Manor. The contract aims to ensure the continuous and efficient operation of steam piping systems by addressing leaks promptly and effectively, thereby supporting the facility's daily production targets and operational integrity.

Scope

The scope of the tender includes:

• Implementation of reactive maintenance for steam leaks on the pipe network within the laundry premises.
• Provision of skilled technical personnel (e.g., qualified fitters) to perform leak detection, repair, and related maintenance activities.
• Supply of all necessary tools, equipment, and consumables required for maintenance work.
• Adherence to safety, health, and occupational regulations during maintenance activities.
• Provision of maintenance reports, records, and documentation as per contractual requirements.
• Response to leaks and callouts within specified timeframes, including emergency repairs.

Technical Requirements

The technical specifications for the contract include:

• Carrying out reactive maintenance on steam leaks as and when required, based on a scheduled inspection and response system.
• Deployment of qualified and experienced personnel, specifically a trade-tested mechanical fitter with a minimum of 5 years’ experience.
• Provision of proof of qualifications, experience, and relevant certifications (e.g., fall arrest certificates for working at heights).
• Use of new, compliant, and certified materials and spare parts for repairs, with prior approval for non-stock items.
• Adherence to safety standards, including the use of scaffolding, fall arrest equipment, and compliance with relevant legislation.
• Timely response to call-outs, with repair and reinstatement within specified downtime limits (e.g., maximum 3 days for breakdown repairs).
• Maintenance of detailed records of activities, repairs, and parts used, submitted monthly to the Department of Health.
• Guarantee of workmanship and materials for a period of 12 months post-repair.

Skills Requirements

The tender stipulates that the successful service provider must possess:

• Certified trade-tested Mechanical Fitter with at least 5 years’ verifiable experience in pipework and leak repairs, specifically in steam systems.
• Proven ability to diagnose, repair, and maintain steam piping and associated components such as valves, traps, and pressure regulators.
• Competence in working at heights, evidenced by valid fall arrest certification from a recognized body.
• Experience in reactive maintenance and emergency response within a healthcare or industrial environment.
• Ability to produce and submit detailed reports, maintenance schedules, and compliance documentation.
• Knowledge of relevant legislation, safety standards, and best practices for steam system maintenance.
