Objectives

The primary objective of this tender is to procure essential molecular biology reagents for laboratory operations. The procuring entity aims to secure a reliable supplier capable of delivering standardized transcription and purification kits while complying with national procurement legislation and preferential procurement frameworks.

Scope

The tender covers the supply of two specific laboratory kits:

• MEGAclear Kit: One kit comprising 20 reactions. Must correspond to Catalog Number AM1908 or a technically equivalent alternative.
• MEGAscript T7 Transcription Kit: One kit comprising 25 reactions. Must correspond to Catalog Number AM1333 or a technically equivalent alternative.

All deliveries will be subject to the Government Procurement General Conditions of Contract (July 2010).

Technical Requirements

• Product Documentation: Bidders must attach original manufacturer technical datasheets, Certificates of Analysis (COA), product brochures, or comprehensive specification sheets for each quoted item.
• Visual Evidence: A clear photograph of the physical product must accompany the quotation.
• Submission Method: All quotations and mandatory compliance forms must be uploaded via the designated procurement portal. Submissions via email are strictly prohibited.
• Mandatory Declarations: Fully completed SBD4 (Bidder’s Disclosure) and SBD6.1 (Preference Points Claim Form) are compulsory. Omission of either form results in automatic disqualification.
• Evaluation Framework: Bids are assessed using a weighted scoring model allocating 80% to price competitiveness and 20% to socio-economic preference goals.

Skills Requirements

This tender is strictly for the supply of off-the-shelf commercial laboratory products and does not involve custom manufacturing, installation, or specialized technical services. Therefore, no formal professional or technical skills are required. Suppliers must demonstrate standard commercial competencies, including accurate order fulfillment, inventory readiness, logistics coordination, and strict adherence to documentation and compliance protocols.

• 80/20 Preference Point System: A statutory South African procurement scoring mechanism where 80% of the evaluation weight is assigned to bid price, and 20% is allocated to specific socio-economic transformation goals. Points are granted for verified historically disadvantaged ownership (≥51% Black), women-owned enterprises (≥30%), or certified disability status.
• SBD Forms: Standardized government bidding templates used to declare conflicts of interest, state employment relationships, collusive practices, and socio-economic qualifications. They are legally binding disclosures.
• Catalog Equivalents: Bidders may propose alternative brands to the specified Thermo Fisher Scientific catalog numbers, provided the alternatives deliver identical reaction yields, buffer compositions, and performance metrics as detailed in the official manufacturer specifications.
