Objectives

The primary objective of this tender is to procure two overhead projectors for the Prince Mshiyeni Memorial Hospital to facilitate meeting presentations, training sessions, and administrative communications within the KwaZulu-Natal Department of Health.

Scope

Technical Requirements

• Core Specifications: Each projector must deliver 3000 lumens with WXGA resolution and be supplied alongside an ELPKS66 white soft carry case.
• Product Condition: Items must be brand new, unused, and represent the most current market models. Second-hand or expired stock is strictly prohibited.
• Warranty & Support: Minimum 12-month warranty from delivery acceptance or 18 months from shipment, whichever expires first. Includes repair/replacement of defects arising from materials or workmanship.
• Packaging & Logistics: All-inclusive delivered pricing required. Packaging must withstand rough handling, extreme temperatures, and moisture during transit.
• Compliance Documentation: Mandatory submission of updated CIPC registration, B-BBEE status certificate/affidavit, Central Supplier Database (CSD) report, SARS PIN, VAT registration (if applicable), and fully completed SBD returnable forms.
• Sample Submission: Physical samples may be requested post-award for specification verification; failure to provide when requested renders the quotation non-responsive.

Skills Requirements

No specialized engineering or technical skills are explicitly mandated. Bidders must demonstrate standard commercial and logistical competencies, including:

• Proven capability to source, transport, and deliver IT projection equipment within contracted timeframes
• Proficiency in managing South African public sector compliance, tax clearance validation, and CSD registration protocols
• Ability to provide incidental services such as on-site delivery, basic setup guidance, and provision of operation/maintenance manuals

• 80/20 Preference Point System: Evaluation scores 80 points on competitive pricing and 20 points on socio-economic goals, specifically awarding full points to enterprises owned by youth.
• ELPKS66 Carry Case: A specific branded, portable soft case engineered for secure projector transport; bidders must supply the exact model or confirm equivalent compatibility.
• Anti-Cover Quoting Clause: Strict prohibition against submitting multiple quotations through affiliated entities to manipulate pricing; violation triggers immediate disqualification and potential ten-year restriction from public sector contracts.
• Delay Penalties: Late delivery incurs daily financial penalties calculated using the prevailing prime interest rate until actual delivery is completed.
