Objectives

The primary objective of this tender is to procure 2 portable ventilators suitable for inter-hospital and emergency medical rescue use, ensuring compliance with technical standards, safety, and quality requirements. The procurement aims to enhance medical capacity at Prince Mshiyeni Memorial Hospital by acquiring reliable, standards-compliant portable ventilators that meet clinical and operational needs.

Scope

The scope includes the supply, delivery, installation, testing, calibration, and commissioning of two portable ventilators. It encompasses providing all essential accessories, starter packs, optional and mandatory accessories, training, and support services. The scope also covers compliance with technical specifications, standards, and procurement policies applicable to medical devices within the KwaZulu-Natal Department of Health framework.

Technical Requirements

• The ventilator must be oxygen-powered, pneumatic, suitable for adult and paediatric patients (>10kg).
• System components include the ventilator, accessories, starter pack, and a colour-coded hose (minimum 1.5m).
• Construction materials must be corrosion-resistant, robust, splash-proof (IPXO rating), and include a carry handle.
• The device must meet ISO 10651-3 and MIL STD vibration standards.
• Must be a time-cycled, volume-constant ventilator with pneumatic alarm functions.
• Patient settings should include minute/tidal volume, frequency (5-40 bpm), and pressure limitation, with user-friendly controls.
• Essential modes include PEEP, with alarms for oxygen pressure, airway pressure (high/low), and other safety features.
• The unit dimensions should not exceed 220mm x 100mm x 220mm; mass should be under 5kg.
• Gas consumption at 100% and lower mixtures must be specified, operating at a supply pressure suitable for entrained air use.
• Must comply with IEC 60601-1, 60601-1-2 standards, CE certification, and hospital-grade power cables (minimum 3m, SANS colour-coded).
• Includes provisions for software, calibration, maintenance, and optional accessories, with a minimum 24-month warranty and 5-year maintenance plan.

Skills Requirements

• Suppliers must demonstrate technical and clinical evaluation of the ventilator, preferably by a government institution.
• Provision of full training to in-house technicians in calibration, maintenance, repair (down to PCB level), and troubleshooting.
• Availability of a well-established service and repair facility within KwaZulu-Natal, with qualified technicians trained by the manufacturer.
• Supply of original spare parts, manuals, and software updates for a minimum of 10 years.
• Demonstration of the equipment’s compliance with specifications and standards, including certification and evaluation reports.
• Ability to provide after-hours technical support and loan units during repairs.
