Objectives

The primary objective is to procure six high-quality double-bucket cleaning mop trolleys equipped with metal gear ringers for routine floor cleaning at the East Boom Community Health Centre. The procurement seeks to achieve value for money through a transparent, competitive quotation process while complying with national public finance management legislation and preferential procurement policies aimed at economic transformation.

Scope

• Supply & Delivery: Provision of six (6) units of specified cleaning trolleys, delivered directly to the East Boom Community Health Centre premises.
• Contract Duration: Once-off supply agreement with a quotation validity period of ninety (90) days.
• Logistics & Support: Supplier bears all transportation and delivery costs. Post-delivery warranty support, spare parts availability, and incidental services (e.g., assembly supervision or operational guidance) are included as per standard contract conditions.

Technical Requirements

• Product Specifications: High-quality cleaning mop trolley featuring two 25-litre plastic buckets (coloured red and blue), mounted on a sturdy metal frame with four wheels. Must incorporate a down-press metal gear ringer mechanism.
• Material & Quality Standards: Constructed from 100% original/new materials. Products must conform to applicable South African National Standards (SANS/SABS) and be free from defects in design, material, or workmanship.
• Warranty: Minimum twelve (12) months warranty from delivery and acceptance, or eighteen (18) months from shipment, whichever expires first. Defective items must be repaired or replaced at the supplier's expense.
• Compliance & Documentation: Bidders must confirm specification compliance, provide firm pricing, state explicit delivery periods, and submit all mandatory returnable documents. Used, second-hand, or excluded products will be rejected.

Skills Requirements

No specialized engineering or professional technical skills are mandated. Suppliers must demonstrate standard commercial and administrative capabilities, including:

• Ability to source, manufacture, or distribute compliant cleaning equipment meeting strict quality and material specifications.
• Competence in managing last-mile logistics, timely delivery, and post-warranty support.
• Administrative proficiency to accurately complete mandatory government procurement forms, maintain active Central Supplier Database (CSD) registration, and provide valid SARS tax clearance certificates.

Key Terms & Conditions

80/20 Preference Point System: Evaluation allocates 80 points based on price competitiveness and 20 points for specific socio-economic goals. Full points are awarded to enterprises that are at least 100% owned by Black Africans, verified through BBBEE certificates or sworn affidavits.

SBD Forms: Standard South African compliance declarations. SBD 4 requires full disclosure of any personal or business relationships between the bidder and state employees to prevent conflicts of interest. SBD 6.1 is used to claim preference points for designated economic goals.

Performance Penalties: Delayed delivery incurs financial penalties calculated daily using the current prime interest rate applied to the delivered price. Persistent non-performance may lead to contract termination and a procurement restriction of up to ten years.

CSD & Tax Compliance: Active registration on the Central Supplier Database and valid SARS tax clearance are mandatory prerequisites. Failure to validate tax status or verify CSD details results in automatic disqualification.
